HomeMy WebLinkAbout19471 - RESOLUTIONS - 2/17/1999 RESOLUTION NO. 19471 OF THE CITY COUNC1 OF THE CITY OF PALM SPRINGS, CALIFORNIA, AMENDdNG RESOLUTION NO. 19348, TO ' REFLECT VARIOUS ADJUSTMENTS TO THE CITY'S MANAGED PARKING PROGRAM. WHEREAS, the City Council established a Managed Parking Program by adopting Resolution No. 19348; and WHEREAS, based upon discussion with groups affected by the Managed Parking Program, a series of adjustments are recommended, NOW THEREFORE BE IT RESOLVED that Resolution No. 19348 is hereby amended as follows: Section 1. Section V. Pay for Parking (b), (d), (e) 1, (e) 2., (e) 3 are amended to read as follows: (b) Parking in municipally owned parking lots/structures and parking in privately owned lots under City contractual management shall be paid parking. Parking lots, as detennine:d in Section II of this Resolution, shall be equipped with area-meters for fee collection. Parking structures may be equipped with area-meters or an exit pay booth. Up to 10% of the spaces in a parking lot may be set aside for monthly rental with the specific spaces ' to be designated by the Director and signed as"Reserved." Spaces may be rented for a minimum of six (6) months under a parking permit process approved by resolution of the City Council and administered by the Director. (d) Preferential parking for employees of downtown businesses,as provided for in Section 22507 of the California Vehicle Code, may occur on-street,for the employees daily work hours, in designated and specially signed two-hour zones with a properly issued permit. The Director shall develop a permit which shall be sold to any employer in the Managed Parking Zone. Said employer shall be responsible for issuing and retrieving permits to/and from the employers employees. Said preferential parking should not adversely affect other parking needs. Streets designated for preferential employee parking are Belardo Road and Indian Canyon Drive. Specific two-hour parking areas on the designated streets shall be designated by City Council as prescribed in Municipal Code Section 12.32.010. (e) Fees described in items (a)through (d) above shall be set by separate City Council Resolution under the following general parameters: 1. For all area-metered parking, the first two hours of parking shall be free. Parking fees shall be set in hourly increments following the first two hours. The parking fees shall be set so as to not reward long- term parking. Overnight parking shall not be allowed. ' 2. Monthly rentals in the metered lots may occur on 10% of the spaces with the fee established based on 125% of the projected per space revenue production in a metered scenario. 3. Annual employee parking permit fees for permitted long-term parking in specially posted two-hours zones shall be set at 125%the cost of Resolution No. 19471 �� Page 2 permit production and issuance. Permits are not transferable from car to car or employee to employee. Permits shall be annual, running from September to August,with no provision for proration of fees. First year's permit shall run from September 1, 1998 through August 31, 2000. Section 2. Section IV. Pay for Parking (e) is amended by adding the following new items 6 and 7: 6. Apartment dwellers in the Managed Parking Zone may purchase employee parking permits and park in the on-street designated permit parking zones. 7. Volunteer organizations may purchase employee permits which may be passed among various volunteers. ADOPTED this 17th day of February , 1999.
