OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS,
CALIFORNIA, DESIGNATING THE OWEN COFFMAN
AMERICAN LEGION POST#519, 400 N. BELARDO RD., AS A
CLASS 1 HISTORIC SITE PURSUANT TO CHAPTER 8.05 OF
THE PALM SPRINGS MUNICIPAL CODE.
WHEREAS Chapter 8.05 of the Palm Springs Municipal Code was adopted for the purpose of
preserving specific buildings of the City which reflect elements of its cultural,social, economic,
political,architectural and archaeological history;and
WHEREAS the Owen Coffman American Legion Post#519, located at 400 N. Belardo Rd., and
designed by the architectural firm of Albert Frey&John Clark was built at its current location in
1948; and
WHEREAS the Owen Coffman American Legion Post#519 was built as a meeting place for Post
#519 as well as for a war memorial; and
WHEREAS the Owen Coffman American Legion Post#519 hosted coast-to-coast radio broadcasts
by Bing Crosby,Jack Benny, Al Jolson and Charles Farrell; and
WHEREAS the Owen Coffman American Legion Post#519 served as a temporary court house for
Riverside County during the late-1950s; and
WHEREAS the Historic Site Preservation Board held a public hearing on August 11, 1998,for the
purpose of making a recommendation to the City Council regarding the potential designation of the
Owen Coffman American Legion Post#519 as a City historic site; and
WHEREAS a notice of such public hearing was mailed to the owners of property and was
published in The Desert Sun as required by Chapter 8.05 of the Palm Springs Municipal Code; and
WHEREAS the Historic Site Preservation Board considered all testimony and evidence presented
at such hearing from all interested persons, including,but not limited to, the staff report; and
WHEREAS the City Council held a public hearing on January 6, 1999,for the purpose of
considering the recommendation of the Historic Site Preservation Board regarding the potential
designation of the Owen Coffman American Legion Post#519 as a City historic site; and
WHEREAS a notice of such public hearing was mailed to the owners of property and was
published in The Desert Sun as required by Chapter 8.05 of the Palm Springs Municipal Code; and
WHEREAS the City Council considered all oral and written testimony and evidence presented at
such hearing from all interested persons,including, but not limited to, the staff report.
THE CITY COUNCIL FINDS AS FOLLOWS:
Section 1. That the Owen Coffman American Legion Post#519 is unique and significant
because of the events and personages associated with its history.
Section 2. That the Owen Coffman American Legion Post#519, as a war memorial, serves as
a landmark in Downtown Palm Springs and expresses the patriotic spirit of the community of Palm
Springs.
Section 3. That the preservation of the Owen Coffman American Legion Post#519 will foster
civic beauty, strengthen the local economy and promote the education and welfare of the citizens of
Palm Springs.
NOW,THEREFORE, BE IT RESOLVED that the City Council of the City of Palm Springs,
recommends,pursuant to Chapter 8.05 of the Palm Springs Municipal Code, that the Owen
Coffman American Legion Post#519, located at 400 N. Belardo Rd., be designated as a Class I
Historic Site;and

BE IT FURTHER RESOLVED that the City Council of the City of Palm Springs, recommends
that the Owen Coffman American Legion Post#519 be preserved in its present,and original,
location; that the structure be maintained in good condition pursuant to Section 9319.00 of the
Palm Springs Zoning Ordinance and Chapter 8.05 of the Palm Springs Municipal Code; and that
the entrance be restored to its original condition, based on historical evidence, to be approved by
the Historic Site Preservation Board.
ADOPTED this 6th day of January , 1999. '
