HomeMy WebLinkAbout19348 - RESOLUTIONS - 9/2/1998 RESOLUTION NO. 19348 OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, ESTABLISHING A DOWNTOWN MANAGED PARKING PROGRAM. WHEREAS the City of Palm Springs is experiencing a shortage of parking in the Downtown, a symptom , of a vibrant tourist economy; and WHEREAS the City has begun the process of upgrading and expanding its municipal parking lots in the Downtown; and WHEREAS the City has begun the process of planning for additional parking facilities in the Downtown; and WHEREAS the City has determined that to expand parking will require raising of capital through the sale of bonds which in turn must be supported by a dependable revenue related to parking activities. NOW THEREFORE BE IT RESOLVED that the City of Palm Springs' ]Managed Parking Program is hereby established as follows: MANAGED PARKING PROGRAM Section I. Managed Parking Zone: The specific boundaries of the Managed Parking; Program shall be all areas within and fronting upon the following streets: (a) Alejo Road on the north, Indian Canyon on the east, Ramon Road on the south, and Belardo Road on the west. ' (b) Andreas Road on the north, Palm Canyon Drive on the east, Tahquitz Canyon Way on the south and Museum Drive on the west. Section II. Managed Parking Facilities: The specific parking facilities included in the Managed Parking Program are as follows: Vehicle Parking Facility Common Name Number of Spaces. (a) VPF-1 Blue Coyote 40 (b) VPF-2 Lobster Company 66 (c) VPF-3 Mercado Plaza 146 (d) VPF-4 The Vineyard 105 (e) VPF-5 Las Casuelas Terraza 52 (f) VPF-6 Henry Frank Arcade 60 (g) VPF-7 Catholic Church 100+ Section III. Managed Parking Enforcement: The Director, Department of Transportation (Director) shall provide for One Hundred Sixty (160) parking enforcement man hours per week in the Managed Parking Zone, except that during the period of June 1 through September 30, enforcement man hours may be reduced by the Director. Parking enforcement shall occur in accordance with law on the public streets, public parking lots/garages and in privately owned lots where a contractual agreement exists between the City and the private property owner for said enforcement. Enforcement, per Municipal Code Chapter 5.38, may be provided via the use of City employees or a contractual basis. , Section IV. Valet Parking: The regular on-street parking and meter lots may be supplemented with valet parking in the public right-of-way subject to the issuance of a permit and the regulatory provisions of Chapter 5.38 of the Palm Springs Municipal Code. 07 b R19348 Page 2 760-L. Section V. Pay For Parking: The Managed Parking Program, including parking lot development, shall be self sufficient through its pay-for-parking component as follows: (a) On-street parking shall be provided without cost except for short block streets where traffic, speeds and right-of-way, safely in the opinion of the Traffic Engineer, allow for diagonal parking which then may be area-metered. ' (b) Parking in municipally owned parking lots/structures and parking in privately owned lots under City contractual management shall be pay parking. Parking lots, as determined in Section II of this Resolution, shall be equipped with area- meters for fee collection. Parking structures may be equipped with area-meters or an exit pay booth. Up to 5% of the spaces in a parking lot may be set aside for monthly rental with the specific spaces to be designated by the Director. Spaces may be rented for a minimum of six (6) months under a parking permit process approved by resolution of the City Council and administered by the Director. (c) Incentive and validated parking programs that are revenue neutral may be implemented by the Director. Incentive and validated parking programs that are not revenue neutral shall be approved by City Council action. As an example, a revenue neutral incentive program would be distribution of tokens purchased by merchants. (d) Preferential parking for employees of downtown businesses, as provided for in Section 22507 of the California Vehicle Code, may occur on-street, for the employees daily work hours, in designated and specially signed two-hour zones with a properly issued permit. The Director shall develop a windshield sticker permit which shall be issued to any person possessing proof of employment with an employer in the Managed Parking Zone. Said preferential parking should not ' adversely affect other parking needs. Streets designated for preferential employee parking are Belardo Road and Indian Canyon Way. Specific two-hour parking areas on the designated streets shall be designated by City Council as prescribed in Municipal Code Section 12.32.010. (e) Fees described in items (a) through (d) above shall be set by separate City Council Resolution under the following general parameters: 1. For all area-metered parking, the first two hours of parking shall be set at a lower level than subsequent hours of parking. Parking fees shall be set in hourly increments following the first two hours. The parking fees shall be set so as to not reward long-term parking. Overnight parking shall not be allowed. 2. Monthly rentals in the metered lots may occur on 5% of the spaces with the fee established based on 125% of the projected per space revenue production in a metered scenario. 3. Annual employee parking permit fees for permitted long-term parking in specially posted two-hour zones shall be set at 125% the cost of permit production and issuance. Permits are not transferable from car to car or employee to employee. Permits shall be annual, running from September to August, with no provision for proration of fees. ' 4. Valet parking permits shall be set to reflect a flat fee to cover the cost of issuing and monitoring and a privileged fee per vehicle handled for the right to operate in the City's Right-of-Way. 5. Where disposition development agreements or contractual agreements with private property owners designate certain numbers of parking spaces to be provided for free reserved parking,those agreements shall supersede pay-for-parking fee provisions.
