' A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM
SPRINGS, COUNTY OF RIVERSIDE, STATE OF CALIFORNIA,
RESOLVING TO PARTNER WITH THE AGUA CALIENTE BAND OF
CAHUILLA INDIANS TO SEEK FEDERAL GRANT ASSISTANCE TO
CONSTRUCT THE BELARDO ROAD BRIDGE AND MISSING GAP
BELARDO ROAD SEGMENTS FROM RAMON ROAD TO EAST PALM
CANYON DRIVE; MESQUITE AVENUE FROM BELARDO ROAD TO
WEST END AND INDIAN INTERPRETIVE CENTER PARKING LOT AND
AMENITIES UNDER THE (FEDERAL) PUBLIC LANDS HIGHWAY
DISCRETIONARY FUND PROGRAM AND TEA-21.
WHEREAS under regulations issued by the Secretary of Transportation under the Public Lands Highways (PLH)
Discretionary Program (Title 23 United States Government Code), allocates funding for roadways and bridges for
Indian lands and federal reservations under the jurisdiction of and maintained by a public authority and open to
public travel; and
WHEREAS the City resolves to partner with the Agua Caliente Band of Cahuilla Indians and Bureau of Indian
Affairs (BIA) to seek federal grant assistance to construct the Belardo Road Bridge and missing gap Belardo Road
segments from Ramon Road to East Palm Canyon Drive; Mesquite Avenue from Belardo Road to west end and
Indian Interpretive Center Parking Lot and amenities via the (Federal) Public Lands Highway Discretionary Fund
Program under the Transportation Equity Act for the 21" Century (TEA-21); and
' WHEREAS Belardo Road and Mesquite Avenue cross through Agua Caliente Band of Cahuilla Indian lands and will
provide public access to these Indian lands as well as the proposed Indian Interpretive Center(a nationally significant
facility) adjacent to the nearby Tahquitz Canyon; and
WHEREAS the City, the Indian Tribe, Riverside County and State Agencies have signed a joint agreement to
guarantee construction of the Tahquitz Canyon Debris Basin and Dam and the Tahquitz Canyon Flood Channel (both
complete) and the Belardo Road Bridge and missing gap roadways and Indian Interpretive Center; and
WHEREAS as a City contribution, improvement plans and geological testing have been completed for the proposed
Belardo Road Bridge and missing gap roadways,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Palm Springs, California, as follows:
Section 1. That the City resolves to partner with the Agua Caliente Band of Cahuilla Indians (A.C.B.C.I.) and
Bureau of Indian Affairs (BIA) to seek federal grant assistance to construct the Belardo Road
Bridge and missing gap Belardo Road segments from Ramon Road to East Palm Canyon Drive,
Mesquite Avenue from Belardo Road to west end and Indian Interpretive Center Parking Lot and
amenities.
Section 2. That outside funding be sought from the federal Public Lands Highways (PLH) Program
Discretionary Funds Grant (under Title 23 of the United States Government Code) within the new
Transportation Equity Act for the 21°-` Century (TEA-21).
Section 3. That the PLH grant funds will be used in conjunction with City and A.C.B.C.I. Indian funds to
construct the Belardo Bridge,missing gap roadways and Indian Interpretive Center Parking Lot and
' amenities at the earliest possible date to provide access to Indian lands and to provide access to
the proposed A.C.B.C.I. Indian Interpretive Center, which requires the Belardo Bridge and
Roadways for access.
