HomeMy WebLinkAbout19257 - RESOLUTIONS - 5/20/1998 RESOLUTION NO. 19257 OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, MAKING A FINDING OF PUBLIC BENEFIT IN PALM SPRINGS DISPOSAL SERVICES' PROPOSED SOLID WASTE RECYCLING AND COMPOSTING FACILITY IN PALM SPRINGS -------------- WHEREAS,Palm Springs Disposal Services(PSDS) proposes to construct and operate a solid waste processing facility which will enable the City of Palm Springs to meet the City's environmental goal of maximizing waste diversion, provide for waste transfer upon closure of the Edom Hill Landfill, and enable the City to exercise control over its solid waste; and WHEREAS,PSDS has proposed that the facility, through a combination of composting organic waste and recycling other clean materials, will divert nearly 50% of the waste stream from the landfill while creating marketable products; and WHEREAS, the facility will also allow non-recyclable waste from the Palm Springs to be efficiently transported to a distant landfill, thereby putting fewer trucks on the freeway and on City streets and help improve the region's air quality and transportation system; and WHEREAS, an important feature of the facility shall be public education, including the creation of a Resource Learning Center at the facility; and WHEREAS, through long-term contracts and financing, the facility will help stabilize disposal rates over a long period of time; and WHEREAS, the facility will create jobs and tax revenue within the City, and will provide further benefit to the City from the large number of anticipated visitors to the facility. NOW THEREFORE,be it resolved by the City Council of the City of Palm Springs, California that the NextPhase Recycling Facility, as proposed by Palm Springs Disposal Services, will provide substantial public benefit in Palm Springs by reducing the amount of waste deposited in landfills, conserving natural resources, reducing traffic congestion and air pollution, creating beneficial products from waste, stabilizing disposal rates, and creating jobs and tax revenue within the community.
