HomeMy WebLinkAbout19235 - RESOLUTIONS - 4/15/1998 RESOLUTION NO. 19235 OF THE, CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, APPROVING (A) IMPLEMENTATION OF FIXED TIME COORDINATION ON PALM CANYON DRIVE FROM ALEJO TO RAMON ROAD TO OPERATE DURING THE HIGH VOLUME HOURS (10 A.M. TO 8 P.M.) AT A SPEED OF 25 MPH, AND (B) THE CONCEPT OF FUTURE LEFT TURN PHASING FOR TAHQUITZ CANYON WAY AND RAMON ROAD AT PALM CANYON DRIVE IN LIEU OF SCRAMBLED PEDESTRIAN INTERSECTION SIGNAL TIMING WHEREAS, speed of traffic downtown has been a concern of the business community for many years; and WHEREAS, in 1994 the traffic signals on Palm Canyon Drive south of Alejo were coordinated in a plan that was traffic actuated at a speed of 25 mph; and WHEREAS, in 1996, the Downtown Development Director proposed the idea of a "scrambled" intersection at Palm Canyon Drive/Tahquitz Canyon Way; and WHEREAS, during some cycles, traffic backups affect the adjacent Indian Canyon Drive intersection, especially left turners who must wait for opposing traffic to clear; and WHEREAS, installing a protective left turn phase for Tahquitz Canyon Way and (because of similar circumstances), Ramon Road would preclude this backup of traffic while still allowing the coordination of Palm Canyon signals to remain in place. NOW THEREFORE BE IT RESOLVED by the City Council of the City of Palm Springs as follows: 1. The City Council approves implementation of fixed time coordination on Palm Canyon Drive from Alejo to Ramon Road to operate during the high volume hours (10 am to 8 pm) at a speed of 25 mph. 2. The City Council approves the concept of future left turn phasing for Tahquitz Canyon Way and Ramon Road at Palm Canyon Drive in lieu of scrambled pedestrian intersection signal timing.
