HomeMy WebLinkAbout19231 - RESOLUTIONS - 4/15/1998 RESOLUTION NO. 19231 OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, SUPPORTING TRIBAL SELF- SUFFICIENCY AND ECONOMIC DEVELOPMENT THROUGH GAMING ACTIVITIES WHEREAS, Indian gaming activities have had a significant positive economic effect in Riverside County, California, through the production of an increased number of jobs and taxable incomes; and WHEREAS, Riverside County gaming tribes have created thousands of jobs for both Indian and non-Indian residents of the County of Riverside and the City of Palm Springs; and WHEREAS, gaming revenues generated by Riverside County Indian gaming tribes have provided long-needed financing to dramatically upgrade reservation infrastructure and the health, education and employment opportunities of tribal members, reducing their need for welfare assistance and improving their employment capabilities; and WHEREAS, the Governor of California initiated gaming compact negotiations on the promise that all California tribes would have a voice in the process; and WHEREAS, the Governor ultimately allegedly excluded all tribes other than Pala from meaningful or democratic participation in the process; and WHEREAS, the process then led to an ultimatum to the excluded tribes to either accept the compact as is or close clown operations, thereby attempting to end tribal self-sufficiency and force tribes onto welfare and federal dependency; and WHEREAS, the proposed compact with the Pala Band violates the spirit and letter of the Indian Gaming Regulatory Act and the government-to-government relationship between tribes and other governments that has been reaffirmed by the last five Presidents; and WHEREAS, implementing the Pala compact will have a negative impact on the Riverside County economy, its quality of life and job opportunities. NOW THEREFORE BE IT RESOLVED by the City Council of the City of Palm Springs, that it urges the President of the United States to immediately: 1) appoint a mediator to represent the federal government's trust obligation to resolve the conflict over tribal government gaming activities in the State of California; 2) issue an Executive Order that will protect the status quo of tribal government gaming in California until such time as a federal mediator can meet with California tribal governments and representatives of the State of California, and resolve the conflict; and 3) advise the Secretary of the Interior that the proposed Pala Compact is not acceptable and should be disapproved.
