A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM
SPRINGS, CALIFORNIA, AUTHORIZING THE CITY MANAGER TO
ENTER INTO A MEMORANDUM OF UNDERSTANDING BETWEEN THE
CITY OF PALM SPRINGS AND THE COAC°IELLA VALLEY
ASSOCIATION OF GOVERNMENTS TO PURCHA51's A THERMAL
IMAGING SYSTEM TO BE DONATED ON BEHALF OF CVAG AND IT'S '
MEMBER .IURISDICTIONS TO BE PLACED INTO SERVICE AND
MAINTAINED BY TFIE CALIFORNIA IIIGHWAY PATROL FOR USE; IN
THE COACFIELLA VALLEY
WHEREAS, The City of Palm Springs, a political subdivision of the State of California is
committed to the public safety of its residents and community members; and
WHEREAS, The California Highway Patrol currently provides airborne law enforcement
support through the use of a Bell 206L/1 helicopter currently stationer.) at Thermal Airport at no direct
cost to the City of Palm Springs; and
WHEREAS, A Thermal Imaging System is an aircraft mounted heat sensitive tracking device
with recordation capability found by law enforcement personnel to be beneficial in a variety of situations
including, but not limited to, vehicle pursuits, traffic stops, civil disturbances and search and rescue
operations; and
WHEREAS, While a Thermal Imaging System would be valuable to the Coachella Valley but
has not been funded by the State Legislature and the City of Palm Springs would significantly benefit
from its use; and
WHEREAS, This device has a cost of between $140,000 and $185,000 and the Coachella
Valley Narcotics Task Force has appropriated up to $75,000 as a match for funding; generated through
CVAG member jurisdiction contributions.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Palm Springs as follows:
Section 1. That the City Manager is authorized to enter into a Memorandum of Understanding with
the Coachella Valley Association of Governments for the purposes of contributing
funding for a Thermal Imaging System to be donated on behalf of CVAG and its member
jurisdictions to the California Highway Patrol for use on the Belll 20614 helicopter
currently stationed) at Thermal Airport.
Section 2. That the expenditure of $15,000 from the Asset Forfeiture Account to the Coachella
Valley Association of Governments, to be combined with funds contributed from either
member jurisdictions and the Coachella Valley Narcotics Task Force, as reflected in the
Memorandum of Understanding, is hereby approved.
