HomeMy WebLinkAbout19199 - RESOLUTIONS - 2/18/1997 RESOLUTION NO. 19199 OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS ' CALIFORNIA, REAFFIRMING THE CITY'S INTENTION TO LOCATE USERS FOR THE FOREIGN TRADE ZONE (FTZ), DESIGNATING A FTZ LIAISON, DIRECTING THE CITY OF PALM SPRINGS' DEPARTMENT OF TRANSPORTATION TO WORK WITH ECONOMIC DEVELOPMENT TO DEVELOP AND IMPLEMENT FTZ ACTION PLAN, AND TO UPON RECEIVING GRANTS BECOME AN ACTIVE MEMBER OF THE NATIONAIL ASSOCIATION OF FOREIGN TRADE ZONES' ASSOCIATION UPON RECEIVING GRANTS OF AUTHORITY. - - - - - - - - - - - - WHEREAS, the City Council of the City of Palm Springs passed Resolution 19114 on September 3, 1997, authorizing the submittal of an application to the United States Department of Commerce for the establishment, operation and maintenance of FTZ's at the Palm Springs Regional Airport and the Patin Springs Rail Station and further authorizing the acceptance of grant of FTZ status; and WHEREAS, the City has implemented a "Business Retention and Expansion Plan" which indicates a business community desire to pursue international trade activities; and WHEREAS, the City has hnplenrented an economic development strategy which contains common ' FTZ users on its list of prime industry groups identified as potential business opportunities for Palm Springs; and WHEREAS, the City has established public/private partnerships to pursue new ways to lower the cost of doing business in Palm Springs and the entire Coachella Valley; and WHEREAS, a FTZ will help develop new and foster existing public/private partnerships and will also lower the cost of doing business for certain businesses in Patin Springs and throughout the Coachella Valley; and WHEREAS, the City of Palm Springs has successfully developed and enhanced the transportation infrastructure in the City which benefits the entire Coachella Valley; and WHEREAS, a successful FTZ will foster the use and development of the transportation infrastructure; and WHEREAS, the City of Palm Springs has endeavored to develop a business friendly reputation and a FTZ will facilitate such a reputation; and WHEREAS, the Federal Aviation Administration requires the City to have an active program to I lease available Airport land; and �Iz Resolution No. 19199 Page 2 11Q Z WHEREAS, the City of Palm Springs established the Palm Springs Regional Airport as a U. S. Customs User Fee Airport and has a U. S. Customs office based on the Airport to provide the services necessary to operate an FTZ. WHEREAS, ninety-eight percent (98%) of the land in the proposed FTZ is Airport land, and an FTZ will help the Palm Springs Regional Airport remain competitive in attracting new airport compatible land uses. NOW THEREFORE BE IT RESOLVED by the City Council of the City of Palm Springs, California as follows: Section 1. The City reaffirms its commitment and intent to, upon receiving the appropriate "Grant of Authority" from the United States Department of Commerce, initiate efforts to find viable users of the zone. Section 2. The City of Palm Springs shall designate a position to serve as a liaison for all FTZ matters. Section 3. The City of Palm Springs Department of Transportation shall, upon receipt of the "Grant of Authority" from the United States Department of Commerce become an active member of the National Association of Foreign Trade Zones. Section 4. The City of Palm Springs Department of Transportation will work in coordination with the Economic Development Department to develop and implement an action plan to effectively market the FTZ.
