HomeMy WebLinkAbout19130 - RESOLUTIONS - 9/17/1997 RESOLUTION NO. 19130 OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, APPROVING A PROFESSIONAL SERVICES AGREEMENT WITH TURNER CONSTRUCTION COMPANY TO ACT AS CONSTRUCTION MANAGER ON BEHALF OF THE CITY FOR THE TERMINAL EXPANSION PHASE "ll ' A" PROJECT AND FURTHER TO APPOINT DEPARTMENT OF TRANSPORTATION STAFF AS PROJECT ADMINISTRATION FOR THE OVERALL CONSTRUCTION PROJECT. WHEREAS the Airport Commission and City Council have begun the process of assembling the team necessary to complete the Phase "II A" Airport Terminal Expansion Program; and WHEREAS with the assistance of the Procurement Manager and the City Attorney's office, staff has been able to determine that a Construction Management Service's approach to completing the project is legal and will provide for cost savings over the normal approach of bidding to general contractors; and WHEREAS Turner Construction Company has over 20 years experience: in providing construction management services .and from past experience with the City of Palm Springs and present work at Cathedral City, has outstanding references; and WHEREAS previous projects on the Airport have been successfully administered by departmental personnel, thus reducing the cost of added staff for project administration duties, and WHEREAS staff has been able to negotiate a competitive contract with Turner Construction ' in both the monthly staffing costs and fee costs, NOW THEREFORE BE IT RESOLVED as follows: Section 1 . That Turner Construction Company, based on 20 years experience and exceptional references, is hereby appointed as Construction Manager for the Phase II A Terminal expansion at the Palm Springs Regional Airport. Section 2. That the Construction Management Services Proposal dated September 4, 1997, from Turner Construction Company is hereby accepted in a not to exceed amount of $1 ,170,692. Section 3. That a Standard Form Professional Services Agreement to incorporate the Turner proposal referenced in Section 2, is hereby approved subject to form and final wording approval of the City Attorney. Section'4. That Department of Transportation management personnel shall act as administrators for all contracts related to Phase "ll A" Expansion Program, and for work necessary outside of the normal forty (40) hour work week, compensation shall be at overtime rates.
