HomeMy WebLinkAbout19129 - RESOLUTIONS - 9/17/1997 RESOLUTION NO. 19129 OF THE CITY OF PALM SPRINGS APPROVING A COMMUNITY DEVELOPMENT BLOCK GRANT AGREEMENT, IN THE AMOUNT OF $38,500, FOR THE SUPPORT OF A "ONE-STOP" WORK FORCE AND BUSINESS DEVELOPMENT CENTER. ' ------------------------------------ WHEREAS, the City of Palm Springs would like to create a comprehensive and integrated delivery system of job and training opportunities, labor market information and business growth/retention resources for employers and job/education/training seekers in one customer service-oriented location; and WHEREAS, this "One-Stop Center" would be located in a central and convenient location accessible to all populations; and WHEREAS, employers would be able to tap into the Center's job applicant pool to find qualified workers or request specific training in order to develop a workforce that fits their needs and also conduct recruitment and placement activities on behalf of employers to make hiring easier; and WHEREAS, services would include, but not be limited to: • Business and Entrepreneur Counseling provided by the State of California's , Small Business Development Center (SBDC) program and the U.S. Small Business Administration's (SBA) Service Corps. of Retired Executives (SCORE) program. • Job Training and Assessment Services provided by Riverside County Economic Development Agency through a contract with the Job Training Partnership ACT (JTPA) under the U.S. Department of Labor. • Employment Information, Unemployment Benefits and Labor Market Information provided by the State of California Employment Development Department (EDD). NOTE: The Palm Springs EDD office will close in August. Unless the services currently being offered there are incorporated into the Palm Springs One-Stop Career Center, it is likely EDT) clients will have to go elsewhere. • Rapid Response Set-vice and Economic Development Incentives Information for existing employers at risk of pulling out of the area or potential employers seeking information about locating in the area. Services to be provided by a combination of entities. WHEREAS, it is our belief that a partnership involving the Riverside County ' Workforce Development Board (aka PIC), the Economic Development Agency of the County of Riverside, other employment and business training agencies, the Economic Development Corporation of the City of Palm Springs and the City of Palm Springs would create a dynamic opportunity for business growth and enhance the City's business attraction strategy; and WHEREAS, several providers are interested in participating, such as: State of California Employment Development Department (EDD), State of California Employment Development Department (EDD), State of California Employment Development Department (EDD), Service Corps of Retired Executives (SCORE), CDC Small Business Finance Corp., Palm Springs Economic Development Corporation, One-Stop Center Resolution 19129 September 17, 1997 Riverside County Department of Public Social Services - Greater Avenues to Independence Now (GAIN) and the Small Business Development Corporation (SBDC); and WHEREAS, it is estimated to take a budget of $117,500 to get the Center up and running for the next year; and WHEREAS, we have received a grant pledge from the Riverside County Workforce Development Board of $55,000, if the City of Palm Springs will provide a grant of $38,500 from Community Development Block Grant funds; and WHEREAS, these funds will be used for tenant improvements, equipment and training; and WHEREAS, the CDBG account contains $200,000 in funds available for reprogramming. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Palm Springs, that a Community Development Block Grant Agreement, in the amount of $38,500, for support of a "One-Stop" Work Force and Business Development Center, sponsored and managed by the Palm Springs Economic Development Corporation, in partnership with the County of Riverside Workforce Development Board and the Economic Development Agency of the County of Riverside be approved.
