OF THE CITY COUNCIL OF THE CITY OF PALM
SPRINGS, CALIFORNIA, APPROVING THE
DEPARTMENT OF TRANSPORTATION JOBS
TRAINING PROGRAM "RECAP-JOBS" FOR 1997-
98.
' WHEREAS annually the Department of Transportation budgets funds for a temporary
employee work force to assist in labor intensive maintenance projects such as crack filling on
the Airport; and
WHEREAS these temporary maintenance assignments are an excellent opportunity to provide
job training and grow-our-own maintenance personnel; and
WHEREAS the City has focused an effort to clean up or "Recapture Our Neighborhoods" in
a series of low and moderate income neighborhoods; and
WHEREAS those same low and moderate income neighborhoods have a high degree of the
unemployed, many times due to lack of a job skill; and
WHEREAS the Airport continues to grow and with that growth is the need for additional
maintenance personnel which could be "grown" through a training program,
NOW THERE BE IT RESOLVED by the City Council of the City of Palm Springs that the
Department of Transportation Jobs Training Program "Recap-Jobs" is hereby approved as
follows:
' 1 . Six 161 Trainee Positions.
2. Earning $6.50 per hour.
3. For a not to exceed six month period.
4. Recruitment and hiring to occur in "Recapture Our Neighborhoods" areas of the
community.
5. Up to $40,000 of Airport "Annual Crack Filling" funds, 341-320-0671-7745,
may be utilized for the program.
6. These employees shall be deemed temporary, part-time under the City's
existing personnel rules and shall not be entitled to any benefits, and shall have
no vested rights in their positions pursuant to the City of Palm Springs
Personnel Rules and shall be subject to dismissal at any time with or without
cause.
