OF THE CITY COUNCIL OF THE CITY OF PALM
SPRINGS, CALIFORNIA, APPROVING THE CREATION OF
AN "EXTRA ENERGY EFFICIENT (E3)" HOME PROGRAM
WHEREAS, The City of Palm Springs, California ("City") has repeatedly and consistently
expressed its desire to lower the utility bills of its residents and businesses, especially
summertime cooling bills; and
WHEREAS, in February, 1997, the City of Palm Springs entered into a partnership with
Portland General Corporation, now called FirstPoint Utility Solutions, to create a municipal
utility with the purpose of lowering electric bills in Palm Springs; and
WHEREAS, FirstPoint Utility Solutions is beginning to develop projects with the California
Energy Commission to increase energy efficiency in homes and businesses in Palm Springs
in excess of the current Title 24 standards„ to lower electric bills more dramatically than with
rate reductions alone; and
WHEREAS, FirstPoint Utility Solutions has made the unprecedented offer of guaranteeing
the energy costs of the some of the newly-constructed homes in the first Extra Energy
Efficient (E3) Home project to be no more than half of those in comparably-sized homes; and
WHEREAS, it is the intent and the desire of the City to work in cooperation with the '
FirstPoint Utility Solutions and the California Energy Commission on this and other energy
efficiency ventures which provide benefit to the residents and business of Palm Springs.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Palm Springs
as follows:
SECTION 1. The City of Palm Springs Extra Energy Efficient (F.) Home Program is
hereby established for the purpose of directing funds toward improving
and enhancing the energy efficiency of owner- and renter occupied
housing in the City of Palm Springs.
SECTION 2. The Extra Energy Efficient (E) Home Program Fund is hereby
established to be the depository for non-municipal sources of energy
efficiency funds, including those obtained from the California Public
Utilities Commission or other state or federal programs.
SECTION 2. The City, through the E' Home Program, will pursue grant monies and
consider the use of Low- and Moderate-Income Housing monies for
qualified projects for energy efficiency projects in low-income housing
developments and other eligible projects.
