OF THE CITY COUNCIL OF THE CITY OF PALM
SPRINGS, CALIFORNIA, AMENDING THE PRO-
CEDURE AND POLICY MANUAL TO APPROVE A
POLICY ON THE USE AND INSTALLATION OF
' CURB PAINT VS. PARKING CONTROL SIGNS.

WHEREAS, the California Vehicle Code and City Municipal Code allows for either the
City Traffic Engineer or City Council to designate parking restrictions within the City of
Palm Springs ; and
WHEREAS, the State of California's guideline for the use on parking restrictions signs
and curb paint does not distinguish when to use paint and when to use signs; and
WHEREAS, the City Council has instructed staff to develop a policy that will give staff
guidelines for the use of these devices ; and
WHEREAS, the goals of this policy are to inform the motorist of where parking
restrictions have been implemented while protecting the aesthetics of the community.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Palm Springs,
that the Policy on the Use of Curb Paint vs. Parking Control Signs be implemented and
that staff be trained on its contents as follows:
1. Colored curb markings shall generally be used when the area being established is
five hundred feet (500') in length or less or when there exists numerous traffic
' signs adjacent to the roadway. When curb paint is used to reduce the length of time
parking is permitted (i.e. 20 min., 2 hour, 3 minute passenger loading zone and
materials loading zones) the restriction shall be stenciled on the top of curb over
the colored marking at an interval of 40'. Red curb marking shall not have any
stencil used. The colors used for designating the restriction shall comply with the
California Vehicle Code.
2. Signs shall generally be used at locations which are greater than five hundred feet
(500') in length. These signs shall generally be spaced at eight hundred foot ( 800')
intervals. In the case that the length of the zone is less than eight hundred feet
(800') one sign shall be placed at each end of the zone. The standard size for
parking restriction signs shall be 12" x 18" and shall comply with the Caltrans
Manual of Traffic Control Devices, the most current version in effect. Parking
restriction signs which utilize arrows to indicate the direction a zone is from the
sign, shall generally not be installed at an angle greater than 45 degrees to the face
of curb.
3. Nothing in this policy shall relieve the City from complying with the California
Vehicle Code, Caltrans Manual of Traffic Control Devices or the Palm Springs
Municipal Code. Should a conflict arise, the order of document precedence shall
be: California Vehicle Code, Caltrans Manual of Traffic Control Devices, Palm
Springs Municipal Code, this Memorandum.
