HomeMy WebLinkAbout19114 - RESOLUTIONS - 9/3/1997 RESOLUTION NO. 19114 OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA AUTHORIZING THE SUBMITTAL OF AN APPLICATION TO 'THE UNITED STATES DEPARTMENT OF COMMERCE FOR THE ESTABLISHMENT, OPERATION AND MAINTENANCE OF FOREIGN TRADE ZONES AT THE PALM SPRINGS REGIONAL AIRPORT AND THE PALM SPRINGS RAIL ' STATION AND FURTHER AUTHORIZING THE ACCEPTANCE OF GRANT OF FTZ STATUS. WHEREAS the Foreign Trade Zone Act of 1934, 19 USC, Sections 81a through 81u, is an Act of Congress which provides for the establishment, operation and maintenance of Foreign Trade Zones to expedite and encourage foreign commerce in ports of entry in the United States; and WHEREAS Chapter 134, Sections 6300 through 6305, of the California Government Codes, grants local governments the power to apply to the Federal Government for the establishment, operation and maintenance of the Foreign Trade Zones and Subzones; and WHEREAS the City of Palm Springs, California is heavily involved in economic development; and WHEREAS the Foreign Trade Zone designation has the capacity to further enhance the economic development and international marketability of the greater Palm Springs area and the Coachella Valley; and WHEREAS the City of Palm Springs supports the establishment of a General Purpose Foreign Trade Zone within the boundaries of Palm Springs Regional Airport and the Palm Springs Rail Station. ' NOW THEREFORE BE IT RESOLVED by the City Council of the City of Palm Springs as follows: Section 1. Pursuant to 19 USC, Sections 81a through 81u, entitled the Foreign Trade Zone Act of 1934 and AB660, Chapter 505, Sections 1 through 5, the City shall make application for the privilege of establishing, operating and maintaining Foreign Trade Zones and Subzones and to accept any grant of the Federal Government when issued to properly carry into effect the establishment, operation, and maintenance of such zones. Section 2. The City shall make such rules and regulations as rnay be necessary to comply with the Act of Congress or any Federal rules or regulations concerning the establishment, operation and maintenance of Foreign Trade Zones and Subzones. Section 3. That the Director, Department of Transportation is authorized to sign the application and any other documents necessary for the establishment of a Foreign Trade Zone, and to submit the application to the United States Department of Commerce. Section 4. Effective Date. The Resolution shall become effective immediately upon its adoption. ADOPTED this 3rd day of. September 1997.
