HomeMy WebLinkAbout9/20/2000 - STAFF REPORTS (9) Date: September 20, 2000 To: City Council From: Fire Chief and Procurement Manager APPROVE THE PURCHASE OF TWO (2) LIGHT ATTACK FIRE ENGINES INCLUDING TRADE-IN OF FIVE SURPLUS FIRE ENGINES RECOMMENDATION: It is recommended that the City Council approve the cooperative purchase of two light attack fire engines from American LaFrance, of Ontario, CA in the amount of$238,771.85 less $70,000 for trade-in of 5 surplus fire vehicles for a net cost of$168,771.85. BACKGROUND: The Fire Department vehicle fleet includes three light attack fire engines (mini-pumpers). These vehicles (one of which is a four-wheel drive unit) are smaller than the regular fire engines and serve a variety of critical roles in fire suppression and prevention activities. In addition to providing back-up forthe City's front line units in combating structural fires,these vehicles are the single most effective tool utilized to fight fires in area of limited access and urban interface zones (where brush and structures meet). The existing light attack units are 22 years old and need to be replaced. It is the Fire Departments desire to replace 2 of the existing units with 2 new four-wheel drive units, retaining the single four wheel drive unit for backup purposes. Last April the Agua Cal iente Band of Cahuilla Indians donated $150,000.00 toward the purchase of light attack fire apparatus. The new units will be utilized in substantially the same manner as those currently in service but will also fill additional roles. The units will be used to replace the Department paramedic squad when it requires maintenance work and will be used for fire inspections reducing the wear and tear on the City's front line units . The new units are certified low emission vehicles, replacing units with less environmentally- friendly carbureted gasoline engines. The City's Procurement Manager, pursuant to the requirements of Municipal Code Section 3.12.270.6, finds that the competitive process conducted by Albany County, Wyoming (on behalf of the Rock River Volunteer Fire Department) is adequate to protect the public interest, and the total cost is likely to be less through the proposed cooperative purchase than could be obtained through an independent competitive process conducted by the City. The surplus fire engines that would be used for trade-in are: a 1972 Telesquirt( Unit#121- 72);a 1981 E-One pumper(Unit 111-81);a 1983 Grumman pumper(133-83);a 1979 Pierce light attack/mini-pumper (Unit#127-79); and a 1979 Pierce light attack/mini-pumper (Unit #128-79). Over the past twelve years,the City has disposed of three to four used fire engines/trucks. In most cases the engines/trucks were donated to either Mexico or the Palm Springs Unified School District. Within the past five years, one 100-foot aerial truck was auctioned for $3,200.00 (less applicable professional fees).
