AWARD BID NO. 01-02 FOR TWO (2) DUMP TRUCKS TO RAMSEY STREET FORD FOR
USE IN MAINTENANCE ACTIVITIES BY THE STREETS DIVISION
RECOMMENDATION:
It is recommended that the City Council award Bid No. 01-02 for two(2) dump trucks to
Ramsey Street Ford of Banning, CA in the amount of $63,528.00 for use in
maintenance activities by the Streets Division
BACKGROUND:
The Streets Division utilizes dump trucks to move a variety of heavy material and debris in their
daily activities. Two dump trucks currently in use are in need of replacement as they can no
longer be economically maintained and have exceeded their programmed life expectancy
within the Motor Vehicle Replacement Schedule. The units to be replaced are a 1988 one ton
dump truck (Unit No. 366-88) and a 1989 one ton dump truck (Unit 309-89).
Since the original units were purchased the roles of these trucks have changed. With the
repairs now being done to sidewalks, curbs, and gutters by Streets Division personnel, much
greater loads are being carried in the vehicles than in the past. Specifications for the new
trucks were developed in order to obtain vehicles of roughly the same physical size(in order to
more easily and safely transition the vehicles into the fleet without the need for drivers to be
commercially rated) and of a greater Gross Vehicle Weight Rating in order to safely carry the
greater loads.
IFB No. 01-02 for Two Dump Trucks was advertised in the Desert Sun on August 17, 2000
and concurrently mailed to or picked up by 38 vendors. Ten bids were received, opened and
read publicly by the Procurement Office at the bid opening time and date of 2:00 P.M.,
September 7, 2000. Results of this IFB are as follows:

Bob Wondries Ford, Alhambra, CA**
*Vehicles offered by Plaza Motors do not meet the City's minimum specifications, most critically
for Gross Vehicle Weight Rating and for brakes.
**Wondries Ford did not acknowledge an addenda rendering their bid non-responsive.

Though vehicles of this size will be exempt from the low-emission provisions of SCAQMD Rule
1190 the vehicles offered by Ramsey Street Ford are certified low-emission vehicles and will
afford the City a low-emission credit when procuring additional vehicles afterthe implementation
of the Rule on January 1, 2001.
Funds for this purpose are available in Account#510-5475-50015, Motor Vehicle Reserves
(MVR). The replaced units will be declared surplus and sold at competitive public auction.
