FIVE (5) TO G & M CONSTRUCTION RECOMMENDATION: That the City Council approve Construction Change Order No. Five (5) to G and M Construction, for a decrease of<$6,697.99> forthe Underground Storage Tank Removal and Replacement Project, City Project 95-17. BACKGROUND: On January 21, 1998, City Council of the City of Palm Springs awarded G and M Construction the contract for the Underground Storage Tank Removals and Replacement project. This change order consists of the following work: Schedule A - City Yard (Site No. 1) Bid Item 3, Removal and Disposal of Contamination Material,decreased($8,550.00).This bid item is lump sum. The decrease amount was calculated from the contractor's actual invoice to remove the contaminated soil. Item F, Grade Level Fills,was added($2,570.60) due to a design change for fuel delivery safety, per the City's consulting engineer. Originally, fuel delivery to the aboveground tanks was to be from the top of the tanks, using a stairway. By adding these grade level fills at the bottom of these tanks, liability for injury would be reduced. Item G, Gas/Diesel Pump and Shelf, was added ($2,700.00) to provide an emergency backup fuel system in the event there is a power failure. By having these fuel pumps mounted on the aboveground fuel tanks, City personnel can continue to fuel their vehicles. Item H, Relocate existing waterline, was added($402.80) because the existing water line conflicted with the removal of the underground storage tank, per plans. Items 1-1 through 1-5, were added ($2,240.00) per Riverside County HazMat Agency's new testing requirements. Item J, Relay for the Gate Controller, was added ($221.40) to make the proposed new gate system integrate with the electrical system of the existing gate. Item K, Twin Diesel Dispenser, was added ($1,920.00)to provide more fuel dispensing for vehicles and equipment per the recommendation of the City's consulting engineer and Fleet Operations Supervisor. The original contract Plans and Specifications called out for single diesel dispenser. In the revised plan where the aboveground storage tanks were installed in one central location, it was recommended by the City's consulting engineer and Fleet Operations Supervisor to upgrade the single diesel dispenser to a twin diesel dispenser. Credit was applied for the single diesel dispenser. .CA September 20, 2000 City Project 95-17 Underground Storage Tank Removal and Replacement Project City Council Report for Change Order No. Five (5) Page 2 of 3 Item L, Break away Hose, was added ($298.80) due to an accident. A vehicle drove off with the fuel dispenser still in the fuel tank of the vehicle. The fuel management system was not on line when this occurred and it could not be determined who was the responsible person who broke it. Item M, Relocate Air and Water Dispenser, was added ($922.80) per the recommendation of the Fleet Operations Supervisor to keep the air and water dispenser away from the fuel island,allowing only vehicles to fuel. Item N was added ($ 404.39) per the recommendation of the Fleet Operations Supervisor to have a spare circuit board for the gate controller to insure that if the circuit board fails, City personnel can still have access in and out of the City Yard at all times. Schedule B - Palm Springs Airport (Site No. 2) Bid Item 3, Removal and Disposal of Contamination Material,was credited to the contract ($350.00) due to no contamination found during the removal of the under ground storage tank. Schedule C - Co-Gen Plant (Site No. 3) Bid Item 3, Removal and Disposal of Contamination Material, was credited to the contract ($350.00)due to no contamination found during the removal of the under ground storage tank. Schedule D -Ave. 34, Lift Station (Site No. 4) Bid Item 3, Removal and Disposal of Contamination Material, was credited to the contract ($350.00) due to no contamination found during the removal of the under ground storage tank.Also, per the recommendation of the City's consulting engineer and US Filter, added ($300.00)and installed a day tank for the existing generator to insure start-up in the event of a power failure. Schedule E- Wastewater Treatment Plant (Site No. 5) Bid Item 3, Removal and Disposal of Contamination Material, was credited to the contract ($700.00) due to no contamination found during the removal of the under ground storage tank. Schedule F - Wastewater Treatment Plant Lift station at the Golf Course (Site No. 6) Bid Item 3, Removal and Disposal of Contamination Material, was credited to the contract ($700.00)due to no contamination found during the removal of the under ground storage tank. Schedule J - Police Department (Site No. 10) Items B-1 through B-3, Overfill Alarm, was added ($722.80) per the requirements of the Riverside County HazMat Agency to upgrade the existing underground fuel tank with an overfill alarm system which will detect a spill, in the event of a fuel leak. Credit($6,976.58)was applied in Change Order No. 1 because the cost to purchase the aboveground storage tanks for Schedules A, B, C. E and F did not exceed estimated cost Credit($1,425.00)for Item A,A/C Unit,was applied to Change Order No. 3. This item was deleted because the temperature in the Lift Station would not exceed the recommended operating temperature for the Veeter Root system. REASON FOR CHANGE: Increase to Contract (New Items): Schedule A-City Yard (Site No. 1) Item F was added due to a design change.This changewas recommended bythe City's consulting engineer, Tait&Associates,for fuel delivery safety to the Aboveground Storage tanks. Originally,fuel delivery to the aboveground tanks was to be from the top of these tanks, using a stairway. By adding these grade level fills at the bottom of these tanks, liability for injury would be reduced. Item 1-1 was added due to strictertesting requirements for MTBE per Riverside County HazMat Agency.This test is to ensure there is no contamination in the ground that might lead into the ground water table. Item 1-2 was added due to strictertesting requirement for Metals per Riverside County HazMat Agency.This test is for waste oil leaks. Item 1-3&4 was added due to stricter testing requirements for Benzine and Volatiles per Riverside County HazMat Agency. These tests are for regulating excess vapor for unleaded fuel. Item 1-5 was added into all existing underground storage tanks prior to removal to eliminate the oxygen in the tanks. By doing this, it eliminates any chance of an explosion during removal. This was per Riverside County HazMat Agency. Item J was added to make the proposed new gate system integrate with the electrical system of the existing gates. Item K was added per the recommendation of the Fleet Operations Supervisor and the City's consulting engineer, Tait & Associates. REASON FOR CHANGE: Increase to Contract(New Items): Schedule A-City Yard (Site No. 1) Item M was added per the recommendation of the Fleet Operations Supervisor to keep the air and water dispenser away from the fuel island, allowing only vehicles to fuel. By keeping the air and water dispenser away from the fuel island, this allows more vehicles and equipment to fuel and not having to wait for vehicles and equipment that are only using the air and water dispenser. Item N was added per the request of the Fleet Operations Supervisor who requested to have a spare circuit board for the gate controller to insure that if the circuit board fails, City personnel can still have access in and out of the City Yard at all times. Schedule D-Ave. 34, Lift Station (Site No, 4) Per the request of US Filter, install a day tank for the existing generator in the event of a power failure. Per the Plans and Specification, no day tank was required. After numerous testings of the system, Tait agreed that a day tank would work better to start-up the generator in the event of a power failure. Schedule J-Police Department(Site No. 10) Per the requirements of the County of Riverside, Health Services Agency, Department of Environmental Health, upgrade the existing underground fuel tank with a overfill alarm system, which will detect spillage, in the event of a fuel leak. REASON FOR CHANGE: Decreases to Contract Change Order No. 1, Aboveground Storage Tanks Cost to purchase aboveground storage tanks for Schedules A, B,C, E and F did not exceed estimated cost. The difference was credited to the contract. Decrease to Contract Change Order No. 3, A/C Unit A/C Unit for the proposed Veeter Root System for Schedule D - Ave. 34, Lift Station (Site No. 4), was deleted because the temperature in the Lift Station would not exceed the recommended operating temperature for the proposed Veeter Root system. 162 working days were added due to the extra work (16) and the testing requirements for the new fuel systems (147).
