HomeMy WebLinkAbout19018 - RESOLUTIONS - 4/16/1997 RESOLUTION NO. 1.9018 OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, SUPPORTING SB 191 (AYALA): SPEED LIMITS ON UNPAVED ROADS. WHEREAS one of the most persistent air pollution problems in the region is that of particulate , matter (PM-10), and WHEREAS PM-10, which because of its small size reaches the deepest parts of the lungs, thereby representing a significant health risk, and WHEREAS residents of our community are exposed to unhealthful levels of PM-10 more frequently than to any other .air pollutant, and WHEREAS the Federal Clean Air Act: requires a regional plan to achieve attainment with PM-10 standards, and WHEREAS the South Coast Air Quality Management District has identified a number of measures to control PM-10 throughout the region, and WHEREAS fugitive dust accounts for almost 90% of all PM-10 emissions, with unpaved roads being a major source of fugitive dust; and WHEREAS control of dust emissions frorn public roads, including unpaved roads, is the responsibility of local governments; and WHEREAS the most cost-effective means of controlling dust from unpaved roads is to set ' lower speed limits on those roads; and WHEREAS Senate Bill 191, authored by State Senator Ruben Ayala, and introduced in the 1997 Session of the Californiai Legislature, would place in state law the authority for local governments to set lower speed limits on unpaved roads, and WHEREAS Senate Bill 191 provides greater flexibility to local governments in addressing the problem of fugitive dust emissions from unpaved roads in their jurisdictions, NOW THEREFORE BE IT RESOLVED by the City Council of the City of Pahn Springs that the City of Palm Springs supports SB 191 by Senator Ayala, and BE IT FURTHER RESOLVED that a copy of this Resolution communicating the City's support for SB 191 be sent to Senator Ayala.
