HomeMy WebLinkAbout18991 - RESOLUTIONS - 3/5/1997 RESOLUTION NO. 18991 ' OF THE CITY COUNCIL OF THE CITY OF PALM SPP.INGS, CALIFORNIA, DESIGNATING CERTAIN PROPERTY AS A DOG PARK. WHEREAS through the Council Cabinet, the City Council has requested all City commissions to become more active in creating and developing solutions that will address the needs, desires and problems in the community. WIIEREAS the City's Parks and Recreation Commission has identified the conununity's desire and need of a public park designated for the exclusive use of those pet owners who want to exercise their dogs; and WHEREAS the Parks and Recreation Conunission has appointed a subconnnittee to coordinate the development, fimding and operation of a dog park; and WIIEREAS the property identified has been released to the City from the Federal Aviation Administration without rental charged as long as the property is used for municipal recreational proposes; and ' WIIEREAS it is the intent of the Council that a mechanism be establisher) to solicit contribution toward the installation of improvements, such as fencing, turf, landscaping, etc., so that no general fiords are used to develop the park; and WIIEREAS the addition of a dog park would improve the quality of life for Palm Springs residents and visitors and their pets; and WHEREAS the development of a dog park would provide a safe,quality location for dogs to run and exercise, NOW THEREFORE BE IT RESOLVED by the City Council of the City of Palm Springs: Section 1. That the City Council designates the property described in the attached legal description as a City dog park. Section 2. That City staff is authorized to take the necessary actions to create the dog park. Section 3. That the Palm Springs Parks and Recreation Conunission shall raise all funds needed to support the cost of design,development and continued operation of the dog park, and at no time shall the City's General Fund resources be used for any operation or maintenance costs of the dog park. ' Section 4. That the Director of Finance and Treasurer shall establish an account in which funds raised for the dog park will be deposited and fion,which funds will be withdrawn for the design, development and continued operation of the dog park. 3161 R18991 Page 2 33 L Section 5. That use of this property is granted to the City by an Instrument of Release from the , Federal Aviation A.drninistration Authorization Act of 1994, Section 514.
