HomeMy WebLinkAbout18936A - RESOLUTIONS - 12/4/1996 RESOLUTION NO, 18936 A OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, ESTABLISHING A VILLAGE FACTS PROGRAM AND ADOPTING AN IMPLEMENTATION AND OPERATION POLICY. WHEREAS the Parks and Recreation Commission is interested in having a Village Facts program established in the City of Palm Springs; and WHEREAS a Village Facts progran would improve the quality of life and the experience of being in Palm Springs; and WHEREAS the Village Facts program will provoke interest and humor and generate popularity for the City of Palm Springs; and WHEREAS the Village Facts program would allow local businesses and citizens the opportunity to sponsor a Village Fact; and WHEREAS a policy has been developed for the implementation and operation of the Village Facts program; and WHEREAS the administration of this program would be wider the supervision of the Director of the Parks, Recreation and Golf Division; and WHEREAS the members of the Parks and Recreation Commission have volunteered to assume the tasks of coordinating the sales effort, installation of the plaques and fund distribution recommendations, and will use the Director's office and staff for support and bookkeeping; and WHEREAS a Village Facts program would expand the service of the City's Parks, Recreation and Golf Division; and WHEREAS all funds generated by this program would be used to improve the City's parks, recreation and golf facilities, vegetation and turf maintenance, park equipment repair and replace- went; purchase holiday decorations for downtown Palm Springs; provide financial assistance to youth programs and other worthy causes in Palm Springs that expand or improve the quality of the Parks, Recreation and Golf Division programs, NOW THEREFORE BE IT RESOLVED by the City Council of the City of Palm Springs: Section 1. That City staff and the Parks and Recreation Commission are authorized to take action to create the Palm Springs Village Facts program. Section 2. That the Village Facts Policy attached hereto is hereby adopted. ADOPTED this 4th day of December, 1996. AYES: Members Hodges, Oden and Mayor Kleindienst NOES: None ABSENT: Members Barnes and Spurgin ATTEST: CI Y OF PALM SP G ALIFORNIA By— City' dcrk City Man (-, REVIEWED & APPROVED AS TO FOP.ivI ___� VILLAGE FACTS n2LICY MISSION_: To improve the quality of the downtown Palm Springs experience and expand the service of the City's Parks, Recreation and Golf Division. , CONCEPT: Local businesses and citizens will be offered the opportunity to sponsor a "Village Fact" by purchasing a plaque for $400 for three years or $250 for one year. In exchange for this, we will engrave an attractive 5" x 12" plaque that will be attached to a 30 base for installation in tree wells. Selected tree wells will allow for two plaques per tree well to be positioned on the sidewalk side of the tree at the "4:30" and 7:30" positions. They will be engraved as follows: • First Line: Village Fact • Second Line: Fact Title • A 50-word descriptive fact that relates to the history of Palm Springs, celebrity visits to Palm Springs or an historic event that occurred in the City of Palm Springs. 0 Last Line: Sponsored by Spomor's Name These inscriptions will be assigned at the discretion of the Parks and Recreation Commission. The Parks and Recreation Commission shall monitor, in its discretion, the composition of said inscriptions to maintain proper dignity and authenticity while provoking interest and humor to generate recognition and popularity. The Palm Springs Historical Society and the :Palm Springs Library staff shall assist with the research to develop the facts and their verification. LOCATION: The plaques will be placed in the downtown area of Palm Canyon and Indian Canyon between Ramon Road and Vista Chino and other areas as may be designated b;y the Parks and Recreation Commission that offer high pedestrian traffic, with adequate lighting to discourage; vandalism. The: actual tree well to be assigned to the sponsor business or citizen shall be done by random drawing. Any adjustments or modification to the results of the drawing may be made by the Parks and Recreation Commission, in its discretion, to prevent inappropriate assignments (i.e., assignment of a sponsor's location directly in front of a competitor's business). The decision of the Parks and Recreation Commission on any modification to the results of the drawing shall be final. -1- ADMINISTRATION: The administration of this program shall be under the supervision of the Director of the Parks, Recreation and Golf Division. The Parks and Recreation Commission shall assume the tasks of coordinating the sales effort, installation of plaques and fund distribution recommendations, and may use the director's office and staff for support and bookkeeping. FUND USAGE: All costs associated with this program shall be paid by funds collected through the sales of the plaques. All remaining funds shall be maintained in a "Village Facts" account for distribution in the following areas: • Improvements to Palm Springs parks, recreation and golf facilities, such as tree trimming and replacement, vegetation and turf maintenance, park equipment repair and replacement, park development (for example, a dog park), etc. • Holiday decorations for downtown Palm Springs. • Financial assistance to youth programs in Palm Springs. • Other worthy causes that expand or improve the quality of the City of Palm Springs Parks, Recreation and Golf Division programs. The Parks and Recreation Commission shall make recommendations for the expenditure of funds consistent with the City Council's approved budget and in a manner consistent with the City of Palm Springs' rules, regulations and ordinances. "VILLAGE FACT" COMMITTEE: A "Village Fact" Committee shall coordinate the program, whose members shall be appointed by the Parks and Recreation Commission and who originally shall be: Jinn Barrial, Parks and Recreation Commissioner Doug Galloway, Parks and Recreation Commissioner Alan Denfeld, Director, Parks, Recreation and Golf Division Lois Ware, Administrative Secretary, Parks, Recreation and Golf Division -2- 1
