HomeMy WebLinkAbout18887 - RESOLUTIONS - 9/4/1996 RESOLUTION NO. 18887 OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS,CALIFORNIA,AMENDINGRESOLUTION 18147, CONCERNING THE COUNCIL RULES OF PROCEDURE. ------------------------ ' BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, as follows: Section 1. That Section 2.1 of the Council Rules of Procedure, adopted by Resolution 18147, is hereby amended to read, as follows: 2.1 AGENDA: The Order of Business of each meeting shall be as contained in the Agenda prepared by the City Clerk. The Agenda shall be a listing containing a brief general description of each item of business to be transacted or discussed at the meeting in the following order: Call to Order: Roll Call, Flag Salute and Invocation Report of Posting Agenda Special Presentations Council Comments/Announcements Community Redevelopment Agency, Housing Authority, or other related agency (if any business) Approval of Minutes Public Hearings Intergovernmental Reports Public Continents Legislative Action Consent Agenda , Added Starters (See Section 2.1.1) Reports and Requests (See Section 2.8) Departmental (monthly, annual) City Council Public Staff Adjournment Except with the majority consent of the Council, items may not be taken out of order. SECTION 2. That Section 5.1 of said Rules of Procedure is hereby amended to read, as follows: 5.1 MANNER OF ADDRESSING THE COUNCIL: Speaker cards shall be available at the meeting, and persons desiring to address the Council shall be requested to complete a card and give it to the city clerk. City clerk shall give all speaker cards to the presiding officer, who shall call each person to the microphone. The person recognized by the presiding officer shall proceed to the podium. All remarks and questions shall be addressed to the Chair and not to any individual ' Councilmember, staff member or other person. During a public hearing, all remarks shall be limited to the subject under consideration. No person shall enter into any discussion without being recognized by the Presiding Officer. Persons who have not completed a speaker card shall be heard after the presiding officer has called upon all speakers who submitted a speaker card. Such persons shall state their name and address for the record. R18887 Page 2 SECTION 3. That regular study session meetings of the City Council and Councilmembers acting as the boards of the redevelopment agency, housing authority, industrial development authority and Palm Springs financing authority shall be held in the City Hall, 3200 Talrquitz Canyon Way, on the second, fourth and fifth (when applicable) Wednesday of each month, commencing at 7 p.m., preceded by a closed session commencing at 5 30 p.m., properly called pursuant to the Brown Act (Government Code Section 54900 el seq.). ADOPTED this 4th day of September 1996.
