OF THE CITY COUNCIL OF THE CITY OF ;PALM SPRINGS,
CALIFORNIA, ESTABLISHING AND CREATING THE COUNCIL
CABINET

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, AS
FOLLOWS :
Section 1. Creation. (a) There is created within the City a
Council Cabinet which shall consist of the City
Council and one (1) representative from each of the
thirteen (13) different boards and commissions of
the City of Palm Springs : airport commission,
historic site preservation commission, human rights
commission, parks and recreation commission,
planning commission, public arts commission,
villagefest commission, visitor and promotion
commission, administrative appeals board,
(building) board of appeals, library board,
personnel board and rent review commission.
(b) As used herein, the term "commission" shall
mean all boards and commissions of the City.
(c) The chairperson of each commission shall act
as that commission' s member of the Council Cabinet.
The chairperson may designate one (1) alternate to
attend meetings of the Council. Cabinet in the
chairperson' s absence.
(d) The chairperson of the Council Cabinet shall
be the Mayor and the Mayor Pro rTem shall serve as
vice chairperson.
Section 2 . Purpose and Intent. The Council Cabinet provides an
opportunity for representatives from the
commissions to meet with the City Council and with
representatives from other commissions. The goal
of the Council Cabinet is to facilitate
communication and exchange of ideas between the
City Council and the commissions, and to assist the
commissions in better understanding the goals and
objectives of the City Council .
Section 3 . Meetings . (a) The Council Cabinet shall meet in
the City Hall on a quarterly basis, on the second
(2nd) Wednesday in January, April, July and
October, during City Council Study Session hours,
and at such other times and places as the Council
Cabinet may designate . ,
(b) All meetings of the Council. Cabinet shall be
called, noticed and held in accord with the Ralph
M. Brown Act, Section 54950 et sea. of the
California Government Code (the ":Brown Act"') , as it
may be amended from time to time.

(c) Special meetings may be called at any time by
the Mayor, or by majority of the members of the
Council Cabinet, by delivering personally or by
mail written notice, specifying the time and place
of the special meeting and the business to be
transacted or discussed, to each member of the
' Council Cabinet and to each person or entity
requesting notice in writing. The notice shall be
received at least twenty-four (24) hours before the
time of the meeting as specified in the notice.
The call and notice shall be posted in accordance
with the Brown Act.
(d) Ten (10) members of the Council Cabinet shall
constitute a quorum for the purpose of the
transaction of business relating to the Council
Cabinet . A vote of the majority of those present
and qualified to vote shall be sufficient for the
adoption of any motion, resolution, action or
order.
(e) It shall be the obligation of the Council
Cabinet members from each commission to attend all
meetings of the Council Cabinet .
Section 4 . Minutes . The city clerk or the city clerk' s
designee shall provide notice of, prepare and post
agendas for and keep minutes of meetings of the
Council Cabinet, and shall cause a copy of the
' minutes to be forwarded to each member. The city
clerk or the city clerk' s designee will otherwise
perform the duties necessary to ensure compliance
with the Brown Act and other applicable rules or
regulations .
Section 5 . Function, powers and duties . (a) The Council
Cabinet shall have the following powers and duties :
(1) Assist the City Council in developing
goals, objectives and procedures for the City' s
commissions;
(2) Assist the City Council as deemed
necessary by the City Council in developing goals,
objectives, strategies, plans and priorities for
the City;
(3) Assist the City Council in understanding
recommendations and actions of the commissions;
(4) Encourage interaction and communication
between the City Council and the commissions; and
(5) Identify and resolve fundamental issues
for effective Council Cabinet meetings;
(6) To perform other related duties .
(b) The Council Cabinet is authorized to adopt
resolutions and take all action.s necessary and
proper to carry out its functions consistent with
the Palm Springs Municipal Code and all applicable
rules and regulations .
(c) The Council Cabinet may request through the
city manager information, services, facilities or
any other assistance for the purpose of furthering
the objectives of the Council Cabinet.

Section 6 . Ordinance. After one (1) year of operation, the
City Council shall review the effectiveness of the
Council Cabinet and if it is ,Proving effective,
establish for its continuance by ordinance.
ADOPTED this 1st day of May 1996. ,
