OF THE CITY OF PALM SPRINGS, CALIFORNIA,
APPROVING A NOTICE OF DETERMINATION FOR A
NEGATIVE DECLARATION AND AUTHORIZING
CONTINUATION OF AN APPLICATION TO THE
CALIFORNIA INTEGRATED WASTE MANAGEMENT
BOARD FOR THE REDESIGNATION OF THE RIVERSIDE
COUNTY RECYCLING MARKET DEVELOPMENT ZONE TO
INCLUDE THE CITY OF PALM SPRINGS

WHEREAS, the Integrated Waste Management Act of 1989 mandates that Cities and Counties
divert 25 percent of their waste stream from landfills by 1995 and 50 percent by 2000; and
WHEREAS, Sections 17900 et seq. of Title XIV of the California Code of Regulation provides
for the designation and establishment of "Recycling Market Development Zones" by the
California Integrated Waste Management Board; and
WHEREAS, the current waste management practices and conditions are favorable to the
development of post-consumer waste materials markets; and
WHEREAS, the County of Riverside and other Incorporated Cities applied to the Board in 1992
to create the original boundaries of the Riverside County Recycling Market Development Zone,
with the County of Riverside serving as primary applicant; and
WHEREAS, the redesignation of the existing Zone to include Palm Springs is necessary in order
' to assist in attracting private sector recycling business investments to Palm Springs; and
WHEREAS,the boundaries of the redesignated Riverside County Recycling Market Development
Zone would include the City of Palm Springs plus the other areas in the County and other Cities
that are set forth in a map on file with the Office of the Clerk of the Board of Supervisors;
WHEREAS, the City Council approved an application to the California Integrated Waste
Management Board on November 16, 1994 for a redesignation of the Zone to include Palm
Springs; and
NOW THEREFORE, the City of Palm Springs, California, does hereby resolve the following:
SECTION 1. The Notice of Determination for a Negative Declaration, finding that the inclusion
of Palm Springs in the Riverside County Recycling Market Development Zone
creates no adverse environmental impacts, is hereby approved.
SECTION 2. Council directs staff to continue the application process with the California
Integrated Waste Management Board to obtain RMDZ designation for Palm
Springs. designation Application.
