The site is adequate in size and shape to accommodate said use, including yards, setbacks, walls or fences, landscaping and other features required in order to adjust said use to those existing or permitted future uses of the land in the ' neighborhood. d. The site for the proposed use relates to streets and highways properly designed and improved to carry the type and quantity of traffic to be generated by the proposed use. e. The conditions to be imposed and shown on the approved site plan are deemed necessary to protect the public health, safety and general welfare, including any minor modifications of the zone's property development standards. f. A nexus and rough proportionality have been established for requirement of dedication of the additional right-of-way to the City and the off-site improvements as related to the conditional use permit application. The right-of-way dedication and off-site improvements, which are required by the Zoning Ordinance, are related to the project since the property owners must use Vista Chino and Park View Drive to access the site. Currently, the subject properties include a single family residence and a vacant lot and therefore little or no usage of the roads, sidewalks and utilities is due to the subject property at this time. However, the future property owners will benefit from any improvements made to Vista Chino and Park View Drive such as ' dedication of easements, sidewalks/bikepaths and future widening. The required dedication of right-of-way and improvements will provide safety benefits to the property owners and will. aesthetically enhance the neighborhood. The City Council hereby approves of Conditional Use Permit No. 5. 0707, subject to those conditions set forth in Exhibit A, on file in the Department of Planning & Building which are to be satisfied prior to the issuance of a Certificate of Occupancy unless other specified. Section 1: Pursuant to Government Code Section 65863 . 5, the City Clerk shall, within 30 days from the Project approval, notify the County Assessor of said action.
