HomeMy WebLinkAbout18754 - RESOLUTIONS - 12/20/1995 RESOLUTION NO. 18754 AUTHORIZING THE PURCHASE BY THE AIRPORT OF 9.39 ACRES OF CITY OF PALM SPRINGS PROPERTY ON THE ' SOUTHEAST CORNER OF VISTA CHINO AND CERRITOS DRIVE FOR RUNWAY PROTECTION ZONE PURPOSES. WHEREAS the City of Palm Springs owns 9.39 acres of property on the southeast corner of Vista Chino and Cerritos Drive; and WHEREAS said parcel is presently occupied by a storm water retention basin which has been established to reduce the size of downstream pipe; and WHEREAS said parcel is identified on the City's General Plan as a "Neighborhood Park Site" which could accommodate such high density uses as little league and soccer fields; and WHEREAS said park uses are encouraged by Riverside County Flood Control in conjunction with drainage retention facilities; and WHEREAS the Palm Springs Regional Airport Master Plan as approved on May 17, 1995, and ratified by the Palm Springs voters on November 7, 1995, lists the 9.39 acre parcel on the southeast corner of Vista Chino and Cerritos Drive for acquisition; ' and WHEREAS said parcel's acquisition is necessitated as part of the Airport's ongoing efforts to comply with Grant Assurance Numbers 20 and 21, both dealing with the preservation of approaches to the Airport, and more specifically, necessitated for acquisition, as the parcel falls within the future runway protection zone, as depicted on Master Plan Airport Layout Plan, WHEREAS the 9.39 acre parcel has had an appraisal prepared which results in a CPI adjusted land value of $827,535 as of August 1995, and NOW THEREFORE to ensure the perpetual protection of the approach to the Palm Springs Regional Airport from future conversion of the retention basin to above ground structures; to ensure land use compatibility by precluding the development of a high volume public park use; and to ensure the preservation of a structure free runway protection zone, BE IT RESOLVED as follows: Section 1 . That the 9.39 acre parcel on the southeast corner of Vista Chino and Cerritos Drive, more specifically described on Exhibit "A" to this Resolution, is hereby authorized to be purchased by the Palm Springs Regional Airport from the City of Palm Springs for $827,535. Section 2. That the Director of Aviation is hereby authorized to execute all necessary documents related to said purchase on behalf of the Palm Springs Regional Airport. Section 3. That the City's Real Property Manager is hereby authorized and directed to complete all documentation necessary to close this transaction with said costs to be born by the Airport. That the Director of Aviation is hereby authorized to prepare a revised Airport Layout Plan depicting the property as Airport property and submit it to the Federal Aviation Administration for approval.
