HomeMy WebLinkAbout18736 - RESOLUTIONS - 11/15/1995 RESOLUTION NO. 18736 OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS REQUESTING THAT THE UNITED STATES MILITARY SCHEDULE MILITARY FLIGHTS OBSERVING THE AIRPORT'S JET AIR CARRIER CURFEW. WHEREAS the Palm Springs Regional Airport is located in the center of a noise sensitive community; and WHEREAS the Airport's jet air carriers have all agreed to abide by a curfew of no scheduled arrivals or departures between 2200 and 0700; and WHEREAS annually the Airport is utilized by the military via commercial aircraft charters to move Marine Corps personnel to 29 Palms Marine Base; and WHEREAS many of those commercial flights occur late at night and early in the morning causing a noise concern; and WHEREAS the City of Palm Springs, as sponsor for the Palm Springs Regional Airport, and as required by the Federal Aviation Administration, shall continue to provide airfield facilities for military aircraft use; and WHEREAS it is the desire of the Palm Springs Regional Airport Commission and the City Council that all parties utilizing the Airport make all reasonable efforts to observe the curfew and fly quietly on arrivals and departures from the Airport, NOW THEREFORE BE IT RESOLVED as follows: Section 1 . That the United States Military be requested to make all reasonable efforts to ensure that military aircraft or military charted aircraft observe the Airport's curfew and/or fly quietly on arrivals and departures. If late night arrivals and departures cannot be avoided due to military necessity, the City seeks military cooperation in only chartering Stage III aircraft. Section 2. That the City Manager and Director of Aviation are authorized and directed to head a delegation to hand-carry this Resolution to Washington, D.C. and meet with and lobby the appropriate military liaison at the highest possible level concerning compliance of military aircraft with the Airport's curfew. Section 3. That the City shall continue to utilize reasonable efforts to reduce or restrict military operations at the Airport within the scope of federal regulation.
