OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA,
ESTABLISHING GENERAL GUIDELINES FOR THE CONDUCT OF VARIOUS
BOARD AND COMMISSION MEETINGS, AND RESCINDING RES. 11793.
' BE IT RESOLVED by the City Council of the City of Palm Springs, as follows:
Section 1. That the City Council desires boards and commissions to recommend policy action
for legislative action within areas of their jurisdictions. When members of boards
and commissions are representing their board or commission they shall so clearly
slate.
Section 2. That in developing such policy recommendations, board and commission members
should seek community input through personal contact, working with various special
interest groups and holding public hearings when appropriate, to thoroughly review
all proposals before final action is taken.
Section 3. That when acting as a hearing body in a quasi-judicial manner, members of boards
and commissions shall judge matters only on the basis of documents, testimony and
other evidence presented at the hearing and made a part of the record, and that they
shall not express an opinion concerning the merits of the matter prior to such
]tearing.
Section 4. That boards and commissions shall allow time at each meeting to afford non -agenda
items to be introduced and briefly discussed by interested members of the public,
consistent with provisions of the Brown Act.
Section 5. That Staff reports on agenda items should be prepared sufficiently in advance to
' allow for review by interested citizens and members of the board or commission;
such agenda shall be made available to the public 72 hours prior to the regularly
scheduled agenda, and shall comply with the Brown Act. The City Manager, or his
designee will seek media assistance in publicizing pertinent agenda items and
disseminating information about specific proposals.
Section 6. That at least annually, the City Council will hold a joint study session with each
board or commission to review goals and objectives for the fiscal year, and to
evaluate the performance of the board or commission. Such meetings may take place
throughout the year.
Section 7. That boards and commissions shall not as a body take positions on local election
issues, or on candidates for office. Nothing herein shall limit individual members
from expressing opinions or personal preferences as private citizens, and in doing
so, members should state clearly that such views are personal and do not represent
those of the board or commission.
Section 8. That Resolution 11793 is hereby rescinded.
