HomeMy WebLinkAbout18712 - RESOLUTIONS - 10/18/1995 RESOLUTION NO. 18712 OF THE CITY COUNCIL, OF THE CITY OF PALM SPRINGS, CALI:FORNIA, REQUESTING THAT THE LOCAL AGENCY FORMATION COMMISSION TAKE PROCEEDINGS FOR THE COACHELLA VALLEY MOSQUITO d: VECTOR CONTROL DISTRICT TO EXPAND SERVICES TO THAT PORTION OF THE CITY OF PALM SPRINGS NOT , PREVIOUSLY WITHIN THE DISTRICT. WHEREAS the County of Riverside will cease providing vector control services as of July 1, 1996; and WHEREAS the Coachella Valley Mosquito & Vector Control District (District) desires to initiate proceedings pursuant to the Cortese- Knox Local Government Reorganization Act of 1985 to provide vector control services within the Coachella Valley; and WHEREAS it has been determined that a certain portion of the City of Palm Springs (City) presently is not within District boundaries; and WHEREAS to serve the public health, both the City and the District wish to have entire corporate limits of the City, including any future annexation thereto, included within the boundaries of the District; and WHEREAS the proposed annexation is to provide public education on vector prevention and vector surveillance and control services in accordance with the California Health & Safety Code to result in a more effective and efficient means of abating insects and diseases ' (including mosquitoes, filth flies, Africani_zed honey bees, biting midges, ticks and rodents) . NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Palm Springs, California, hereby consents to, and requests that Riverside Local Agency Formation Commission take proceedings for, the Coachella Valley Mosquito & Vector Control District to expand services to that portion of the City of Palm Springs, approximately 15 square miles, not previously within the district. NOW, FURTHER BE IT RESOLVED that such annexation shall be subject to the following terms and conditions: 1. Vector control ;services will be provided in accordance with the current plan for services furnished to the County by the District. 2 . Funding will be provided by service charges or benefit assessment fees consistent with the District's statutory authority under the California Health, & Safety Code. 3 . The annexation will be effective upon completion of the process. 1 ff r i ���w� R18712 Page 2 4 . There shall be no exchange of property tax as a result of this annexation.
