HomeMy WebLinkAbout18598 - RESOLUTIONS - 5/3/1995 RESOLUTION NO. 18598 OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, URGING CONGRESS TO OPPOSE THE APPROPRIATION OF $1, 800, 00 IN LAND AND WATER CONSERVATION FUNDS FOR FISCAL YEAR 1996 TO THE BUREAU OF LAND MANAGEMENT FOR ACQUISITION OF LANDS WITHIN THE SANTA ROSA MOUNTAINS NATIONAL SCENIC AREA THAT ARE LOCATED WITHIN THE CITY OF PALM SPRINGS. WHEREAS the Secretary of the Interior established the Santa Rosa Mountains National Scenic Area on May 5, 1990, in recognition of its scenic, natural, and cultural resources, and directed that the National Scenic Area be administered by the Bureau of Land Management; and WHEREAS the Coachella Valley Mountains Conservancy was established by the State of California on September 17, 1990 , to acquire and hold in open space, mountainous lands surrounding the Coachella Valley including the National Scenic Area, thereby expressing the State' s recognition of the significance of this area and its desire to work in partnership with Federal agencies in the acquisition and protection of lands within the National Scenic Area; and WHEREAS the City of Palm Springs has adopted a General Plan for the City and has designated a portion of the Santa Rosa Mountains National Scenic Area as an area for future resort and residential development; and. ' WHEREAS the City of Palm Springs annexed this area in 1974 with the intent that the environmental resources including scenic, natural, and cultural resources could be adequately protected while encouraging the development of resort and residential uses; and WHEREAS the Palm Springs General Plan recognizes the efforts of the Bureau of Land Management, the Coachella Valley Mountain Conservancy, and other groups to preserve the Santa Rosa Mountains in their natural state and. the City Council believes that limited high-quality development can occur and. co-exist with the goals of conserving natural resources; and WHEREAS the City desires to work with these groups to facilitate conservation to the extent that such cooperation is consistent with the City' s General Plan; and WHEREAS the acquisition of Sections 5, T6S, R5E and Section 29, TSS, R5E, SBBM, for open space and wildlife habitat is contrary to the Palm Springs General Plan which recognizes that a portion of such land is suitable for development and: 01 The acquisition of such parcels will make access to other private developments more difficult . (2) The acquisition of such parcels will remove land from the tax roles, eroding the City' s tax base in a time of shrinking revenues . (3) The acquisition of such parcels will leave less land available for purposes of financing the infrastructure necessary to serve development of the area, which will entail unusual expense due to topography and other considerations . (4) The acquisition of such parcels will remove a significant portion of the area of the City from local land use control, contrary to the principals of local control . W,�� � �C r R18598 Page 2 , Resolution No. Page 2 NOW THEREFORE BE IT BE RESOLVED that in regular session of the City Council of the City of: Palm Springs that the City opposes the Congressional appropriation of $1, 800, 000 for Fiscal Year 1996 to the Bureau of Land Management of acquisition of land within the City of Palm Springs for the purpose of acquiring lands for the ' Santa Rosa Mountains National Scenic Area; and BE IT FURTHER RESOLVED that the City Council does not oppose the appropriation of funds for properties located within the Santa Rosa Mountains National Scenic Area and located outside of the City of Palm Springs; and BE IT FURTHER RESOLVED that the City Manager: take appropriate action to inform the Bureau of Land Management and the Coachella Valley Mountains Conservancy of this resolution and contact the City' s legislative representatives regarding the Cit'y' s concerns .
