HomeMy WebLinkAbout18561 - RESOLUTIONS - 2/15/1995 RESOLUTION NO. 18561 OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA MAKING A RECOMMENDATION TO THE CVAG EXECUTIVE COMMITTEE REGARDING A PROPOSED TRANSFER STATION/MATERIALS RECOVERY FACILITY IN THE COACHELLA VALLEY WHEREAS, the Coachella Valley Association of Governments has appointed a Materials Recovery Facility (MRF)/Transfer Station Task Force to study the issues involved in siting and building a MRF and make recommendations; and WHEREAS, the MRF/Transfer Station Task Force has prepared a final report for consideration by the city councils in the Coachella Valley; and WHEREAS, the Council desires to comply with the requirements of California AB939 and participate in a regional effort to reduce the flow of solid waste to the County landfalls and determine a long-term site for the Valley's solid waste; and WHEREF2.S, the Council desires to find the lowest-cost solution for Palm Springs and the rest of the Valley. NOW, THEREFORE, BE PT RESOLVED by the City Council of the City of Palm Springs that it: ' SECTION 1. Instruct its CVAG Executive Committee representative to support "Scenario 2" (two facilities) with the conditions that A. The east valley facility be constructed immediately on the site of the Coachella Landfill, and B. Construction of the west valley facility be delayed to coincide with the eventual closure of the Edam Hill landfall; SECTION 2. Instruct its CVAG Executive Committee representative to introduce a motion that directs A. The CVAG MRF/Transfer Station Task Force to evaluate the Cabazon Indians' MRF Proposal and alternative MRF and transfer technologies; and B. CVAG and its member cities to open negotiations immediately with the County of Riverside regarding the use of the Coachella Landfill for a transfer station/MRF. SECTION 3. Defer decision on a position regarding the allocation of MRF/Transfer Station costs among cities until a specific proposal is advanced.
