OF THE CITY OF PALM SPRINGS, CALIFORNIA„
REQUESTING THE CALIFORNIA INTEGRATED WASTE
MANAGEMENT BOARD APPROVE THE REDESIGNATION
OF THE RIVERSIDE COUNTY RECYCLING MARKET
DEVELOPMENT ZONE TO INCLUDE THE CITY OF PALM[
SPRINGS '
WHEREAS, the Integrated Waste Management Act of 1989 mandates that Cities and Counties
divert 25 percent of their waste stream from landfills by 1995 and 50 percent by 2000; and
WHEREAS, Sections 17900 et seq. of Title XIV of the California Code of Regulation provides
for the designation and establishment of "Recycling Market Development Zones" by the
California Integrated Waste Management Board; and
WHEREAS, the current waste management practices and conditions are favorable to the
development of post-consumer waste materials markets; and
WHEREAS, the County of Riverside and other Incorporated Cities applied to the Board in 1992
to create the original boundaries of the Riverside County Recycling Market Development Zone,
with the County of Riverside serving as primary applicant; and
WHEREAS, the redesignation of the Zone to include Palm Springs would enhance the .job
creation and economic development goals of the City of Palm Springs, Riverside County, and
the other participating Cities; and
WHEREAS, the redesignation of the existing Zone to include Patin Springs is necessary in order ,
to assist in attracting private sector recycling business investments to Palm Springs; and
WHEREAS, the boundaries of the redesignated Riverside County Recycling Markel.
Development Zone would include the City of Palm Springs plus the other areas in the County
and other Cities that are set forth im a map on file with the Office of the Clerk of the Board of
Supervisors;
NOW THEREFORE, the City of Palm Springs, California, does hereby resolve the. following:
SECTION 1. The City of Palm Springs requests that the California Integrated Waste
Management Board redesignate the Riverside County Recycling Market
Development Zone to include the City of Palm Springs and its Area of Dominant
Influence.
SECTION 2. The County of :Riverside, through its Economic Development Agency,
administers the Recycling Market Development Zone and will serve as the
primary applicant in the Redesignation Application.
