OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS,
CALIFORNIA, REQUESTING COACHELLA VALLEY
ASSOCIATION OF GOVERNMENTS (CVAG) INCLUDE THE MID -
VALLEY PARKWAY AIRPORT EXTENSION INTO THE: REGIONAL
ARTERIAL SYSTEM (MEASURE "A") AS A TOP PRIORITY AND
REQUESTING IMMEDIATE FUNDING FROM PROJECT EXCESS '
FUNDS OR THROUGH CASH FLOW MANAGEMENT OF
DELAYED PROJECTS.
WHEREAS the Palm Springs Regional Airport serves as the Valley's commercial service
Airport; and
WHEREAS approximately 60% of passengers at the Airport either come from or are heading
to cities east of Palm Springs; and
WHEREAS those passengers must presently travel on Ramon Road and may someday travel
on the "Mid -Valley Parkway" to reach the Airport; and
WHEREAS the Airport Master Plan has identified the route of the: on -Airport portion of an
Airport access road that can serve as access from Ramon Road as well as the Mid -Valley
Parkway; and
WHEREAS that route necessitates the relocation of a taxiway, which can be equated to other
Measure "A" projects that must take preparatory steps, such as acquiring right-of-way; and
WHEREAS the Palm Springs Regional Airport Commission, made up of members from each '
of the CVAG jurisdictions, has unanimously recommended this project for prioritization and
funding, not as a substitute, but rather as an addition to be funded from other projects savings
or from interest earnings on delayed projects,
NOW THEREFORE BE IT RESOLVED as follows:
Section 1. CVAG, via its Technical Advisory Committee, Transportation Committee
and Executive Committee, is hereby requested to accept the Mid -Valley
Parkway Airport Extension (from Ramon onto ,Airport property and to the
loop roadway) as a Regional Arterial under the Measure "A" program.
Section 2. CVAG is hereby requested to provide a high prioritization of the project
as it servers immediate regional needs, it will serve long-term regional
needs, and the project, including any match, can be ready to go by
summer 1995.
Section 3. CVAG is hereby requested to garner funding for the $3.2 million project
from Valley -wide projects with excess funds and/or from cash flow
management techniques related to delayed projects.
