OF THE C:ITY COUNCIL OF THE CITY OF
PALM SPRINGS, CALIFORNIA, REQUEST-ING
THE STATE DEPARTMENT OF TRANSPORT-
ATION (CALTRANS) AND THE CALIFORNIA
TRANSPORTATION COMMISSION (CTC) TO
INITIATE ACTIONS TO RELINQUISH '
AND/OR RELOCATE THE STATE ROUTE Ill
DESIGNATION FROM GENE AUTRY TRAIL
AND EAST PALM CANYON DRIVE TO RAMON
ROAD
WHEREAS State Highway 111 has been located through Palm Springs for
many years, and the current alignment on Gene Autry Trail and East
Palm Canyon Drive was adopted in 1991; and
WHEREAS development has continued to intensify along this highway
route; and
WHEREAS Caltrans District 8 staff has indicated a desire to
relinquish the State highway designation from Gene Autry Trail and
East Palm Canyon Drive altogether, or to relocate: the State highway
designation to another more suitable route; and
WHEREAS the current State highway designation along Highway 111
within Palm Springs and Cathedral City may no longer meet the
Caltrans' objective to move traffic efficiently nor Cathedral
City's needs to revitalize and redevelop its downtown core area
into a pedestrian oriented , viable commercial-retail area; and
WHEREAS the relinquishment and/or relocation of the State Highway
111 designation from East Palm Canyon Drive in the City of '
Cathedral City may be .in the best public interest of the City of
Cathedral City and the residents of the Coachella Valley.
NOW THEREFORE BE IT RESOLVED by the City Council of the: City of
Palm Springs as follows:
Section 1. That the CTC and Caltrans staff are hereby
requested to initiate and undertake all :necessary
studies, reviews, negotiations, and other actions
as required to relinquish and/or relocate the State
Highway 111 designation from Gene Autry Trail and
East Palm Canyon Drive to Ramon Road as illustrated
on the attached Exhibit A, or such other highway or
route as may be approved by this City Council,
subject to the following: (i) that such repairs,
improvements, or consideration be undertaken as
approved by this City Council, (ii) that certain
studies and approvals be received from Caltrans,
(iii) that such studies, repairs and improvements
will be undertaken without substantial charge to
the City arid, (iv) that the cities of Palm Springs
and Cathedral City enter a binding agreement as
described herein.
Section 2 . That within forty-five (45) days from the date
hereof (on or before November 12 , 1994) , the cities
of Palm Springs and Cathedral City shall approve
and enter into a binding agreement to provide for
the timely performance of the necessary studies and
construction of necessary improvements, including
provisions for the assured funding of same without
substantial cost: to the City of Palm Springs.

Section 3 . This Resolution shall be null and void unless
Cathedral City agrees it will withdraw its
application for relocation of Highway 111 unless it
has the approval of the City of Palm Springs, and
unless such binding/enforceable agreement is
entered into by the two cities within forty-five
(45) days of the date hereof, unless the City of
' Palm Springs extends this deadline.
