OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS,
CALIFORNIA, MAKING A FINDING PURSUANT TO
SECTION 33421.1 OF THE CALIFORNIA HEALTH &
SAFETY CODE RELATING TO THE DESIGNATION OF THE
CROSSLEY INDUSTRIAL TRACT IN THE RAMON-BOGIE
' PROJECT AREA AS THE PALM SPRINGS "ECONOMIC
DEVELOPMENT INCENTIVE ZONE" TO EFFECTUATE THE
DEVELOPMENT OF THE AREA

WHEREAS the City Council of the City of Palm Springs, California adopted Ordinance 1202,
adopting the Redevelopment Plan for the Ramon-Bogie Project Area effective December 30,
1983 for the purposes of "the development of undeveloped areas which are stagnant or
improperly utilized" (§I, subsection B); "The strengthening of commercial and industrial
functions in the area" (§I, subsection C); and, "The establishment of financial mechanisms to
assist and encourage the development of an auto-sales center and, light industrial and commercial
development." (§I, subsection H), and
WHEREAS, the City Council approved Assessment District 155 in 1989 for the purposes of
providing public improvements in several of the industrial areas of Palm Springs, including
several in the Ramon-Bogie Redevelopment Project Area, and
WHEREAS the area remains, five years after the construction of the public improvements,
largely vacant with the exception of a single building that has never been leased, and with the
prospect of new building activity in the tract diminishing yearly, and
WHEREAS the Community Redevelopment Agency adopted an Owner's Participation
Agreement with Haig Atamian, sole proprietor of Haig's Printing, to effectuate the construction
of a new printing facility at 5500 Rio Blanco Road in the Ramon-Bogie Redevelopment Project
Area by providing certain tax increment funds to reimburse expenses for the construction of the
public improvements, and
WHEREAS pursuant to the goals and authorities of the Redevelopment Plan and the California
Health & Safety Code, on July 6, 1994 the Agency authorized providing economic incentives
in-connection with the Haig Atamian Project, and desires to extend these same benefits to other
similar projects; and
WHEREAS the California Health & Safety Code Section 33421.1 requires that the legislative
body make a finding that the provision of public improvements such as streets, sidewalks,
utilities, or other public improvements which an owner or operator of the site would otherwise
be obliged to provide is necessary to effectuate the purposes of the Redevelopment Plan.
NOW THEREFORE, it is hereby resolved that the City of Palm Springs, California, does
hereby give its consent and find that the provision of such improvements, including the financing
of the installation of public improvements with tax increment funds, as provided in the OPA,
are necessary to effectuate the purposes of the Redevelopment Plan.
