HomeMy WebLinkAbout18409A - RESOLUTIONS - 6/8/1994 RESOLUTION NO. 18409 P, OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, REAFFIRMING COMMITMENT TO SUNLINE TRANSIT AUTHORITY AND ESTABLISHING A TASK FORCE TO REVIEW TAXI ISSUES. WHEREAS Sunline Transit Authority presently regulates the taxi industry in the Coachella Valley; and WHEREAS a Peer Review Study has suggested changes in the way that taxi regulation should occur; and WHEREAS the City Council is extremely concerned about ensuring that the customer, that is the taxi riding public, receives quality service at the most inexpensive rate; and WHEREAS the City Council does not desire to rush regulatory changes into place, but rather desires a closer look at the Peer Review Findings, with taxi industry input; and WHEREAS the City Council finds the appropriate timeline to be, industry study and comment, by September 1 , 1994, and if warranted, implementation of change by January 1, 1995, NOW THEREFORE BE IT RESOLVED AS FOLLOWS: Section I. The City Council recognizes that Sunline Transit is presently the taxi regulatory agency for the Valley. Section 2. The City Manager shall convene a task force made up of the Director of ' Aviation, two taxi company representatives (one large company, one small company), two citizens at large, and a member from any other city that desires to participate; Sunline staff as a iresource. Section 3. The Task Force shall review and develop answers to the eighteen (18) questions attached as Exhibit "A" to this Resolution and entitled "Taxi Issues" and report its findings to the City Manager, who shall report to the City Council by September 1, 1994. What are the various regulatory frameworks that could be employed? 2. Regulatory fees need to be raised to offset cost; should they be surcharges, permits, flat fees, etc.? 3. If per company or per vehicle fees are developed, should they be collected up front or can a payment be worked out? 4. What portions of regulations should be contracted out(drug testing,vehicle inspection, meter certification, etc.)? 5. Should the regulating agency be allowed to generate a surplus? If so, how much? 6. How should violation enforcement take place? 7. Should there be a limit on the number of companies? 8. Should there be a limit on the number of cabs? 9. What should the age requirement be on the cabs? 10. Should there be a peer review committee for violations to first go to? 11. What are the violations that occur? Can a definition of each be written? 12. Fares are said to be high; how should they be set? 13. Should vehicular seizure and impound be included as an enforcement mechanism? 14. Flow can the short trip problem be handled? Or should it be or? Or, is it a problem? 15. Should the number of cabs on Airport be restricted? 16. Should there be a full-time starter at the Airport? 17. Should there be quarterly meetings with the taxi companies? 18. Are there incentives that can be built in to encourage taxi drivers to do the right thing? If so, what might they be? 1
