HomeMy WebLinkAbout18183 - RESOLUTIONS - 9/27/1993 RESOLUTION NO. 18183 OF THE CITY COUNCIL, OF THE CITY OF PALM SPRINGS, CALIFORNIA, OPPOSING THE DESIGNATION OF THE PALM CANYON WILDERNESS INTO THE � NATIONAL WILDERNESS PRESERVATION SYSTEM. WHEREAS the 103d Congress of the United States is considering 5 .21 to designate certain lands in the California Desert as wilderness and to establish Death Valley, Joshua Tree and Mojave National Parks; and WHEREAS a proposal, initiated by Friends of Palm Canyon, to add the Palm Canyon Wilderness to the consideration of 5 .21 is being entertained by the Congress; and WHEREAS such proposal affects a portion of the City commonly known as Palm Hills; and - WHEREAS the intent of the General Plan of the City of Palm Springs regarding Palm Hills is to create the highest quality resort and - residential area in the Coachella Valley while maintaining environmental sensitivity and developing a methodology for multi- property owner participation; and WHEREAS the designation of the Palm Canyon Wilderness in its present form effectively removes much of Palm Hills from the , planning process of the City; and WHEREAS the City Council has considered the addition of the Palm Canyon Wilderness to 5 .21, at a special meeting on September 27, 1993 ; and WHEREAS the City Council has determined that the designation of the Palm Canyon Wilderness into the National Wilderness Preservation System will detract from the ability of the City to further its goals regarding the development of Palm Hills and will not be in the best interest of the City. NOW, THEREFORE, BE IT RESOLVED by the City Cowncil of the City of Palm Springs, California, as follows: Section 1 . That the Mayor is authorized to extend its opposition, on behalf of the City of Palm Springs, to Senator Dianne Feinstein regarding the designation of the Palm Canyon Wilderness into the National Wilderness Preservation System. i R18183 R Page 2 Section 2 . That the City Council opposition is based upon 1) the lack of an adequate report from Congress, and subsequently from City staff, which should have normally included the proposed legislation affecting the area, an outline of key management issues regarding wilderness, and a commitment to the purchase of private properties with funding sources outlined, and 2) the lack of adequate time by which to review such report, invite public participation, and determine the proposal' s effect on the City, specifically regarding the need for General Plan modification and potential de- annexation, such issues requiring further study well in advance of consideration by either the City Council or Congress .
