HomeMy WebLinkAbout18157 - RESOLUTIONS - 7/28/1993 • RESOLUTION NO. 18157 OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, OPPOSING SB 1234 AND REQUESTING STRONG- OPPOSITION BY THE STATE ASSEMBLY AND THE GOVERNOR. WHEREAS SB 1234 has been approved by 'the California Senate; and WI-dEREAS the stated purpose for SB 1234, as pant forth by its authors, is to insure that serious dialogue will take place relative to the realignment of fiscal and program relation- ships between the state and local agencies in time for the 1994-95 fiscal year; and WHEREAS SB 1234 would create a climate for serious discussion and study of state-local program realignments, revenue reallocations and government restructuring in California by establishing a severe set of consequences on local government if such study and legislative action would not occur, and WHEREAS SB 1234 proposes, among other things, to "impound" local government revenues effective July 1, 1994, unless a 12 member Joint Legislative Committee on Realigsanryent, created by SB 1234, completes its study and report by March 1, 1994, and until the Joint Committee's recommendations have been acted upon by the Legislature and the Governor; and WHEREAS over $33 billion in identified funds would not be available to finance any state, local or school programs after July 1, 1994 unless there is subsequent legislation addressing the committee's recommendations.- and WHEREAS the proposed impounded funds not available to local agencies, amounting to over. $23 billion, would, be comprised of property taxes, local sales taxes and vehicle license fees, with an additional $10 billion of state taxes not - , available to the state; and WHEREAS such impoundment or sequestering of local funds would cripple local government; and WHEREAS SB 1234, by creating a 12 member Joint Legislative Committee on Realignment, with 5 members froyaa each house of the legislature, is further flawed because it is again a unilateral state action with local government excluded from the decision-making process; and WHEREAS the City Council is shocked by, and vehemently opposed to, SB 1234 which would try to generate serious discussion and reform of the public service and finance structure in California by capturing our local resources and holding such resources and t-ae residents of our local communities hostage, NOW THEREFORE BE IT RESOLVED that the City Council of the City of Palm Springs is strongly opposed to SB 1234 and requests the State Assembly and the Governor to vigorously oppose SF 1234 . } Pe.s.
