HomeMy WebLinkAbout18082 - RESOLUTIONS - 4/21/1993 RESOLUTION NO. 18082 OF THE CITY COUNCIL OF THE CITY OF' PALM SPRINGS, CALIFORNIA, OPPOSING ANY FURTHER DIVERSION OR REDUCTION OF LOCAL FUNDS BY THE STATE OF CALIFORNIA - - WHEREAS the future financial health and the economic recovery of the State of California are directly related to the financial health of California cities and towns; and WHEREAS the State's proposed budget: views local government as a, source of funds to balance the State's budget; and WHEREAS during the last 3 years California has experienced the! worst business recession since the Great Depression of 1929; and WHEREAS cities and towns have experienced the same recession as the! State and have attempted to react responsibly by cutting services and/or raising taxes and fees; and WHEREAS the State's proposed budget will leave little incentive for cities to attract new business because the property tax from those businesses will be substantially reduced; and WHEREAS the cities will not be able to provide adequate public; safety and other services to support existing, much less new development; and WHEREAS the cities of the state are responsible for providing for ' the health, safety and welfare of the citizens of the state, and such police powers are: paid for with local funds; and WHEREAS the cities are responsible for providing police, fire and other public safety protection and the majority of such costs are paid for with funds from the same sources that the State has taken money from; and WHEREAS the State of California diverted Nine Hundred and Fifty Thousand Dollars ($9r:;0,000) from the City of Palm Springs for fiscal year 1992-93 ; and WHEREAS such reduction in the city's revenue resulted in depletion of its reserves, as well as an additional reduction in work force by a hiring freeze affecting twenty-three (23) jobs; and WHEREAS the City of Palm Springs is facing a seven million dollar ($7, 000, 000) shortfall. in its proposed 1993-194 fiscal year budget, a shortfall of over 22% of its operating budget; and WHEREAS to attempt to balance its budget, the City of Palm Springs is proposing to raise fees and taxes and to eliminate eighteen (18) police safety positions, seven (7) other police department employees, eleven (II) fire safety positions and eighteen (18) ' other positions; and WHEREAS these staffing cuts, when combined with previous year staffing cuts, will result in the city's inability to provide minimal service levels; and Res. No. 18082 Page 2 WHEREAS the State's proposed 1993-94 budget would proposed to take away an additional Two Million Three Hundred Thousand Dollars ($2 , 300,000) which would require further staff cuts and/or tax and fee increases; and WHEREAS the State of California has taken funding far in excess of "Proposition 13 Bailout" money through diversion of taxes, including the cigarette tax, vehicle license revenues, authorization for counties to charge cities for booking fees and unfunded state mandates. NOW THEREFORE BE IT RESOLVED by the City Council of the City of Palm Springs, as follows: Section 1. That it opposes any further diversion or reduction of local funds by the State of California. Section 2 . That it implores the State Legislature not to further reduce local funds resulting in a reduction of essential local services Section 3 . That it calls for a complete review of the financing of state and local government in California. ADOPTED this 21st day of April , 1993 .
