HomeMy WebLinkAbout18078 - RESOLUTIONS - 4/21/1993 RESOLUTION NO. 18078 OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, URGING CONGRESS TO APPROPRIATED 6, 000, 000 FOR FISCAL YEAR 1993- 1994 TO THE BUREAU OF LAND MANAGEMENT FOR ACQUISITION OF LANDS WITHIN THE SANTA ROSA MOUNTAINS NATIONAL SCENIC AREA AND $500,000 FOR MORONGO CANYON AREA OF CRITICAL CONCERN. - WHEREAS, the Secretary of the Interior established the Santa Rosa Mountains National Scenic Area on May 5, 1990, in recognition of its scenic, natural, and cultural resources, and directed that the National Scenic Area be administered by the Bureau of Land Management; and WHEREAS, the Coachella Valley Mountains Conservancy was established by the State of California on September, 17, 1990, to acquire and hold in open space, mountainous lands surrounding the Coachella Valley, including the National Scenic Area, thereby expressing the state's recognition of the significance of this area and its desire to work in partnership with federal agencies in the acquisition and protection of lands within the National Scenic Area; and WHEREAS, the City of Palm Springs is represented on the Board of Directors of the Coachella Valley Mountains Conservancy and also recognizes the importance of the National Scenic Area; and WHEREAS, the National Scenic Area is of great economic importance to the citizens and communities of the Coachella Valley in providing the scenic backdrop which is a vital component of the attraction of the Coachella Valley to visitors from all over the world; and WHEREAS, the National Scenic Area provides critical habitat for diverse wildlife species, including the peninsular bighorn sheep and numerous other sensitive, rare, threatened, and endangered species; and WHEREAS, the National Scenic Area provides valuable recreational opportunities for hundreds of thousands of Coachella residents and visitors; and WHEREAS, the Santa Rosa Mountains Wilderness Study Area within the National Scenic Area has been recommended for Wilderness designation; and WHEREAS, the National Scenic Area is a resource of national and international significance, attracting visitors from all over the world; and WHEREAS, absent acquisition and protection of lands within the National Scenic Area, regional development pressures have the potential to adversely impact natural, scenic, and cultural resources; I Page 2 Resolution 18078 April 21, 1993 NOW, THEREFORE, be it resolved in regular session of the: City Council of the City of Palm Springs, that the City urges Congress to appropriate $6,000, 000 for Fiscal Year 1993-1994 to the Bureau of Land Management for acquisition of land within the Santa Rosa Mountains National Scenic Area. and $500, 000 for Morongo Canyon Area of Critical Concern. NOW, THEREFORE, BE IT FURTHER RESOLVED, that the City Council requests that the Bureau of :Land Management and Coachella Mountain Conservancy submit all acquisition requests within the City of Palm Springs to the City Council for review and approval and that all acquisitions must be consistent with the Palm Springs General. Plan. The City Council shall submit its written recommendation to the initiating agency within thirty days. .ADOPTED THIS 21st day of April 1993 .
