RESOLUTION NO. 17994
OF THE CITY COUNCIL OF THE CITY OF PALM
SPRINGS, CALIFORNIA, ENDORSING THE GROWTH AND
DEVELOPMENT MANAGEMENT STRATEGY FOR RIVERSIDE
COUNTY.
WHEREAS, Western Riverside Council of Governments(WRCOG) and the
Coachella Valley Association of Governments(CVAG) have prepared a
Growth Management Strategy for consideration by all cities within
Riverside County and Riverside County Board of Supervisors; and
WHEREAS, the health of our communities depends upon reasonable
rates of growth and development to provide jobs and income for
residents of Riverside County; and
WHEREAS, there have been numerous legislative proposals critical to
local government efforts to manage the impacts of growth and
development in the State of California; and
WHEREAS, there ara legislative proposals which have been submitted
in Sacramento which would diminish the power of local. governments
to manage land use, growth and development issues within our
communities; and
WHEREAS, the City of Palm Springs desires to demonstrate through a
cooperative effort with fellow local governments our ability; to
manage impacts of growth and development within Riverside County;
and
WHEREAS, our citizens are concerned that their equality of life be
protected as growth and development occurs; and
WHEREAS, cities can only protect the quality of life in Riverside
County through a coordinated cooperative effort; and
WHEREAS, orderly growth and development with cost effective service
delivery requires a land use policy which discourages discontiquous
urbanization of rural unincorporated areas and encourages the
attachment of urban growth to existing cities and established
unincorporated urban communities; and
WHEREAS, our fellow local government officials on a joint task
force of 'the CVAG and the WRCOG have worked for two years to
prepare a strategy which establishes a process to cooperatively
manage the impacts of growth and development in Riverside county;
and
WHEREAS, the City Council has carefully reviewed and considered all
of the evidence presented in connection with the Growth Management
Strategy, including but not limited to, the staff report, all
environmental data, and all written and oral testimony presented.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Palm Springs, California, endorses the cooperative policies for
local governments articulated in the Growth Management Strategy for
Riverside County and agrees to participate in the cooperative
process in that strategy through:
1. Participation in the development of the area planning district
coordination process within our area planning district.
2 . Participation in the development of the joint project review
committee established within our area planning district.

3 . Participation in the preparation of capital facilities plan
for our area district which will augment our local capital
facilities plan.
4 . Participate in a cooperative study 'to be conducted through

will simplify the reclulatory review process at the local
government level.
5. Participate in cooperative efforts to develop an economical
sound program for sub-regional and. county-.wide fees which
would mitigate the impacts of growth and development by
ensuring a fair level amount of cost would be borne by growth
and development.
G. Participation through WRCOG and CVAG in the development of a
local government finance playa which would require adequate
funding to support the county-wide service demands of County
government and local. service demands placed upon City '
government.
7o Participate in efforts through WRCOG and CVAG to develop
alternative financing :methods to support County government as
it implements the policy, to discourage urban development in
un-incorporated areas. '
AND BE IT FURTHER RESOLVED that the City Council. of the City of
Palm Springs, California, requests that Western Riverside Council
of Governments and the Coachella Valley Association of Governments
consider the following concerns and recommendations:
1. That the City Council approves this :resolution with
reservations with regards to the proposed Growth Management
Strategy in that specific planning, financing, and other
programs have not been developed.
2 . That the fiscal impact: of the proposed Growth Management
Strategy shall be evaluated by WRCOG and CVAG and a. report
provided to the City. '
3 . That the Coachella Valley be designated as a ,sub-regional
planning area.,
4. That upon review of specific plans and programs, including
planning, financial and capital improvement programs, the City
of Palm Springs reserves the right to not Participate in the
proposed Growth Management, Strategy. This; reservation is
based upon the City's concern that fiscal impacts have not
been fully evaluated and the City Council cannot make a full
commitment to participate in a program without knowing the
ultimate consequences of participation.
