HomeMy WebLinkAbout17968 - RESOLUTIONS - 10/21/1992RESOLUTION NO. 17968 OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, TEMPORARILY SUSPENDING; CERTAIN REGULATORY ORDINANCES TO FACILITATE THE PALM SPRINGS DESERT HARVEST DAYS AND WILDFLOWER FESTIVAL APRIL 1-11, 1993. WHEREAS the City of Palm Springs has designated the ]Palm Spring: Desert Harvest Days and Wildflower Festival as a city -sanctioned special event; and WHEREAS the event will take place from April 1 to April 11, 1993 and will encompass a number of different activities; and WHEREAS the City Council desires to suport the event to boost: tourism in new markets in the spring, change the perception of Palm Springs during Easter vacation, and provide wholesome activity for families and adults; and WHEREAS the City council finds that certain regulatory ordinances; which are generally deemed desirable and necessary may, nonetheless, impede the conduct of special events; and WHEREAS the City Council finds that the public interest and benefits derived from holding special events outweigh the temporary public inconvenience; and WHEREAS the City Council has enacted Ordinance #1310 authorizing temporary suspension of regulatory ordinances, NOW THEREFORE BE IT RESOLVED by the City Council of the City of Palm Springs: Section 1. A. That the dates of the Palm Springs Desert Harvest Days and Wildflower Festival from April 1 to 11, 1993, are approved. B. That activities planned to be under the umbrella of the festival will take place throughout the City of Palm Springs, including, but not limited to: Palm Canyon Drive from Alejo to Ramon Road, Palm Springs, Desert Museum, Palm Springs Convention Center, Bono's Racquet Club, Frances Stevens School site, and Ruth Hardy Park, along with others as staff deems appropriate as the event evolves„ are ap- proved. C. That the City's Department of Public Relations and. Special Events and Department. of Parks,, Recreation. and Golf Course will produce the event in coopera- tion with Woodman Entertainment Group, Inc., and other producers whose contracts will be considered. later. D. That the City of Palm Springs is authorized to provide support services, including traffic control, safety services and public relations assistance that, r l 1 4 a a i Res. That the sign ordinance, zoning ordinance and noise ordinance are hereby temporarily suspended for the Palm Springs Desert Harvest Days and Wildflower Festival April 1-11, 1993. Section 3. That the regulatory ordinances designated in Section 2 above shall remain in full force and effect except as to the event, dates and persons or organizations as designated in Section 1 above. ADOPTED this 21stday of Ortobar , 1992.
