I RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF PALM SPRINGS, CALIFORNIA, REQUESTING AN
ADDITIONAL TIME EXTENSION FROM THE STATE OF
CALIFORNIA OFFICE OF PLANNING & RESEARCH FOR
REVISIONS TO AND ENACTMENT OF THE CITY'S
GENERAL PLAN.

WHEREAS the City of Palm Springs, as required by the State of
California, has adopted a general plan as the official statement of
local policy regarding its development; and
WHEREAS the Land Use, Circulation, Conservation, Open Space, Noise
and Safety Elements of that plan are in the process of being
revised because of new requirements since the plan was adopted or
because of changes in the social, physical and economic
characteristics of the City; and
WHEREAS the Housing Element is current, adopted by the City in 1989
and certified by the State Department of Housing & Community
Development; and
WHEREAS the City has initiated a comprehensive General Plan
revision for which a draft goals and policies report, including
related diagrams, is being prepared and consultants have been
retained for the purpose of providing technical information; and
WHERE211S 'the City required information from the Coachella Valley
hssociation of Governments regarding traffic relative to the City's
' planning area in order to satisfy General Plan requirements, and
such information was not readily available; and
` WHEREAS the Planning Commission has been meeting since July 1991 in
weekly study sessions to review the revised General Plan and to
receive public comment regarding such Plan, and
WHEREAS the General Plan revision process has progressed to a point
' whereby the City can promulgate interim standards for development,
and major projects being proposed for and by the City of Palm
Springs are consistent with such interim standards; and
• WHEREAS the General Plan revision process has progressed to a point
whereby the City has determined a preliminary schedule of required
public hearings in preparation of the adoption of the general plan;
and
WHEREAS the City Council has determined that it is in the public's
best interest to delay the required public hearing process before
the City Council until the final quarter of calendar year 1992 due
to the peculiar climatic and demographic aspects of the summer
which affects the City of Palm Springs; and
WHEREAS the Office of Planning & Research granted the City of Palm
Springs an extension of time for one year for adoption of the
' City's general plan, such extension expiring on July 15, 1992,
prior to the expected public hearings before the City Council; and
WHEREAS an additional time extension would promote the timely
preparation and adoption of a new General- Plan in that it would
allow the City to receive appropriate public input prior to the
adoption of said General Plan.

gJOW THEREFORE BE IT RESOLVED that the City* Council of the City of
Palm Springs hereby requests that the State of California Office of
planning & Research (OPR) grant an additional one--year time
extension for the revision and adoption of the General Plan as set
forth in the request for General Plan Extension attached hereto.
BE IT FURTHER RESOIVEO that during the period of the additional
extension, the City of Palm Springs will follow the conditions set
forth as part of the approval of the original one-year time
extension until the revision to the General Plan is adopted„
