OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS,
CALIFORNIA, APPROVING AN APPEAL BY THE ALAND
CLUB OF PALM SPRING'S TO ALLOW THE CLUB TO CONTINUE i
OPERATION SUBJECT TO CONDITIONS AT ITS PRESENT
LOCATION OF 463 DOMINGUEZ ROAD, R-G-A (6) ZONE,
SECTION 3.
WHEREAS the City Council of the City of Palm Springs has considered
an appeal on behalf of 'the Alano Club seeking relief from the Planning
Commission determination to require the Club to relocate from its present
facilities within a period not to exceed three years; and
WHEREAS the City Council is in agreement with the appeal by the Alano
Club for the property hereinabove described.
NOW THEREFORE BE IT RESOLVED that the City Council of the City of Palm
Springs, California, does hereby approve the appeal by the Alano Club
to allow the Club to remain at its present location of 463 Dominguez
Road based on the following findings and subject to the following
conditions:
SECTION 1 . The City Council finds:
a. That the private club use of the subject property at the location !
described herein is properly one for which a conditional use permit
is authorized by the Zoning Ordinance.
b. That the Club offers a service that is necessary and desirable to
the community as a whole.
c. That the existing site improvements, including walls, parking,
landscape, street improvements, and trash facilities, subject to
the conditions contained herein, can be brought up to a standard
compatible with the single family residential uses in the
neighborhood.
d. That the daily activity level of the Club, subject to the conditions
contained herein, can be brought into a compatible status with the
single family residential uses to the neighborhood.
SECTION 2. That the appeal by the Alano Club to allow the Club to remain
at its present location shall be subject. to the following
conditions:
a. That the Alano Club shall enter- into a covenant agreeing to construct
all improvements along the entire frontage upon the request of the
Director of Public Works at such time as deemed necessary.
b. That a block wall six feet in height shall be installed on the south
property line, provided adequate City or other public financial
assistance is provided.
c. That the daily hours of operation be limited to between the hours
of 7:00 a.m. to 9:45 p.m. The meetings shall end promptly at 9:45
p.m. and the parking lot shall be cleared immediately.
d. That the Club shall institute an ongoing program to informs members
of meeting guidelines with continuous monitoring of the program.
A copy of the program shall be submitted to the City to ensure
compliance with the conditional use permit.

e. That the Club shall encourage its members to carpool to meetings.
The Club shall provide information to the City regarding its efforts
to encourage carpooling.
f. That a trash enclosure accommodating trash cans, not a dumpster,
shall be constructed. Said enclosure shall be located away from
adjoining single family residences, provide solid screening of a
minimum height of six feet and may be constructed of wood. Plans
to be submitted to the Department of Planning and Zoning within
• • ninety days of approval of the continued operation of the Club.
g. A plan for general cleanup of the grounds and the building shall
be submitted to the Department of Planning and Zoning within
forty-five days of approval of the continued operation of the Club.
h. That an upgrade of the existing parking area shall be instituted
with financial assistance from the City or other public agencies.
Said upgrade to include surfacing of the lot with asphalt,
installation of low level , low profile lighting, installation of
oleanders along the closed east driveway, and installation of trees
along the south property line. Plans shall comply with Section
9306.00 of the Zoning Ordinance except as approved by the Planning
Commission.
i . That the conditions, except as otherwise provided, shall be satisfied
within twelve months of the date of this Resolution.
j• That the Conditional Use Permit shall be reviewed by the Planning
Commission at the end of ten years to determine if the applicant
is complying with the conditions of approval , if the use is still
suitable to the neighborhood, and whether new conditions should
be incorporated in the Conditional Use Permit to make the use more
compatible with the neighborhood.
