OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS,
CALIFORNIA, APPROVING FINAL DEVELOPMENT PLANS FOR
PARKING LOT "B" AND THE INDIAN CANYON DRIVE PARKING
STRUCTURE AS PORTIONS OF THE PLANNED DEVELOPMENT
�- DISTRICT FOR DESERT HOSPITAL, AND APPROVING A
MITIGATION MONITORING PROGRAM FOR SAID PLANNED
DEVELOPMENT DISTRICT, CASE 5. 0421-PD-185.
WHEREAS the City Council approved a revised Planned Development
F District 185 on July 31, 1991; and
WHEREAS State Law requires a Mitigation Monitoring Program to
evaluate compliance of the project with the required environmental
' 1 mitigation measures; and
WHEREAS the Planning Commission has considered an application for
" final development plans for Parking Lot "B" , on property fronting
on Via Miraleste, Mel Avenue and Avenida Palos Verdes, Section 11,
and the Indian Canyon Drive Parking Structure, Section 10, as
' portions of Planned Development District 185 for Desert Hospital;
and
WHEREAS the Planning Commission recommends final approval of the
final development plans for Parking Lot "B" and the Indian Canyon
Drive Parking Structure, subject to conditions; and
WHEREAS the City Council is in agreement with the recommendation of
the Planning Commission.
NOW THEREFORE BE IT RESOLVED that the City Council of the City of
Palm Springs, California, does hereby approve a mitigation
monitoring program and the final development plans for Parking Lot
"B" and the Indian Canyon Drive Parking Structure for property
hereinabove described in accordance with the following findings and
subject to the following conditions:

SECTION 1: The Mitigation Monitoring Program for Planned
Development District 185 is approved per Exhibit
"An
SECTION 2 : The City Council finds:
a. The final development plans for Parking Lot "B" and the Indian
Canyon Drive Parking Structure are consistent with Phase I of
Desert Hospital's expansion project as approved under PD-185.
SECTION 3 : The project is a part of the overall Hospital
Expansion Master Plan which was reviewed and
subject to a mitigated negative declaration
approved by the City Council on July 31, 1991, and
City Council hereby finds that:
a. There are no changes proposed in the project involving new
significant environmental impacts, in that the project is
consistent with the Master Plan already approved; and
b. There have been no substantial changes in the circumstances
under which the project is undertaken involving new
environmental effects, in that the only change to the area is
the approval of the Juarez Project, a 98 unit residential
development, and such project does not create any significant
effects, individually or cumulatively, which have not already
' been addressed; and

c. There is no new information available indicating any new
impacts impacts or the range of feasibility of mitigation measures.
City Council therefore determines pursuant to CEQA
Regulations, Section 15162 that no additional environmental
documentation is necessary.
SECTION 4 . The final development plans are approved subject to
the following conditions; all of which have to be
satisfied prior to issuance of certificate of
occupancy unless otherwise specified.

a. The light fixtures shall be limited to eighteen (18) feet in
height. A revised lighting plan shall be submitted for review
and approval prior to the issuance of building permits.

b. Final landscape plans shall be submitted) for review and
approval prior to the issuance of building permits.
C. A license encroachment permit shall be required for all
structures and planters placed within the public right,-of-way.
d. The location of the trash enclosures shall be submitted for
review and approval prior to the issuance of building permits.
