HomeMy WebLinkAbout17720 - RESOLUTIONS - 12/18/1991 RESOLUTIGH 110, 17720 OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, REJECTING ALL AIRPORT ACCESS CONTROL BIDS, CITY PROJECT NO. 90-24, FAA AIP 3-06-0181-12113; AUTHORIZING STAFF TO FILE FOR AN FAA DEADLINE EXTENSION OF SIX MONTHS; AMD AUTHORIZING STAFF TO RE-DID WITH ' REFORMATTED BID DOCUMENTS. - ., WHEREAS the Palm Springs Regional Airport is mandated by Federal law to have a computerized Access Control System installed and in operation by September of 1992; and WHEREAS all three bids received from firms to install the required system were excessively over the budget; and WHEREAS the Palm Springs Municipal Code allows the City Council, at its discretion, to reject all bids if they are in excess of the budget; and WHEREAS it :is stated in Articles 10 and 13 of the Instructions to Bidders that, on a unit-cost bid, a price shall be furnished for all bid items, and -r that modification or conditioning of bids will render them non-responsive, NOW THEREFORE BE IT RESOLVED by the City Council of the City of Palm Springs, California, as follows: Section 1" The bid of Holmes & Narver is hereby rejected as non-respon- sive as it is in excess of the budget and is conditioned, heavily, in violation of Article 13 of the Instructions to Bidders. Section 2. The bid of Baldi Bros/LINX is hereby rejected as non-respon- sive as it is in excess of the budget, the bid prices are not provided for all unit-cost items, and some equipment was not provided. " Section 3. The bid of Braneff/JEC is hereby rejected as non-responsive as it is in excess of the budget, the bid prices are not provided for all unit-cost items; and some equipment is not provided. Section 4. The Staff is hereby authorized to seek a six months' extension to the Federal Aviation Administration deadline for installa- tion of the Access Control System. Section 5. The Staff is hereby authorized to rebid with reformatted bid documents.
