HomeMy WebLinkAbout17714 - RESOLUTIONS - 12/18/1991 RESOLUTION NO. 17714 OF THE CITY COUNCIL OF THE CITY OF i PALM SPRINGS , CALIFORNIA , ESTABLISHING A DOWNTOWN PROPERTY IMPROVEMENT PROGRAM WHEREAS declining E levels pr op -of , erty maintenance and improvements FA are evident in downtown Palm Springs; and WHEREAS, current economic conditions make obtaining financing for these improvements difficult; and WHEREAS, the City can make: low interest lOaLns to downtown businesses and property owners to encourage downtown revitalization, and WHEREAS, a Downtown Property Improvement Program has been developed and reviewed by the City Council. NOW, THEREFORE, BE IT RESOLVED by the City Council of 'the City of Palm Springs, as follows: SECTION 1. That a Downtown Property Improvement Program, dated November 19, 1.991, on file in the office of the City Clerk, encompassing low interest: small loans to businesses and property Owners downtown, ' is approved with an initial budget of $125, 000. SECTION 2 . That 'the City Manager is authorized to appoint a Downtown Property Improvement Loan Committee comprised of, but not limited to, the Director of Economic Development, the Director of Finance and " an officer of a local bank. SECTION 3 . That the City Manager is authorized to approve loans of up to $20, 000 in accordance with approved guidelines for the: subject Improvement Program. SECTION 4 . That the final form of the guidelines are subject . _ to City Attorney review to assure that loan guidelines and security instruments provide J protection to the City. SECTION 5. That the boundaries of the project: are as follows: Beginning at the point of intersection of the Southerly prolongation of the Westerly line of Belardo Road with the Southerly line of Ramon Road; thence, Easterly along the Southerly lane of Ramon Road to the Easterly line of Indian Avenue; thence, Northerly along the Easterly line of Indian Avenue to the Northerly line of Granvia Valmonte; thence, Westerly along 'the Northerly line of Granvia Valmonte to the Easterly line of Pailm Canyon, Drive; thence, Northerly along the Easterly line of Palm Canyon Drive to the Easterly prolongation of the Northerly line: of Lot 125 of Merito Vista Tract; thence, Westerly along said Easterly prolongation and said Northerly line to the Westerly :Line of said Lot 125; thence, Southerly along said Westerly ` line to the Southerly line of Lot 122 of Merito Vista Tract; thence, Westerly along said Southerly line and its Westerly prolongation to the Westerly line of Belardo Road; thence, Southerly along the Westerly line. of Belardo Road to the Southerly line of Alejo Road, being the Northerly line of the O'Donnell Golf Course; thence, Easterly along the Resolution 1771-9, Downtown Property Improvctaent January S, 1992 � Page 2 ' Southerly line of Alejo Road to the Westerly line of Delardo Road; thence, Southerly along the Westerly line of Selardo Road and the Easterly line of the O'Donnell Golf Course to the Southeast corner of said Golf Course; thence, Westerly along 'the Southerly line of the O'Donnell Golf Course to the toe of the San Jacinto Mountains; thence, in a Southerly direction along the toe of said Mountains to a point of intersection with the Westerly prolongation of the Southerly line of Tahquitz-- McCallum Way; --.hence, Easterly along said Western prolongation and along the Southerly line of Tahquitz-McCallum Way to the Westerly line of Delardo Road; thence, Southerly along the Westerly line of Delardo Road to the point of beginning, and all properties immediately adjacent to these boundaries.
