l . RESOLUTION NO. 17712
' OF THE CITY COUNCIL OF THE CITY OF PALM
SPRINGS, CALIFORNIA, APPROVING AN AMENDMENT TO
THE AGREEMENT WITH KIMLEY-HORN AND ASSOCIATES
TO EXPAND THE SCOPE OF THE DOWNTOWN PARKING
IMPLEMENTATION PLAN.

WHEREAS, the City has determined that a serious deficiency of
public parking exists in the center of its downtown shopping
district; and
WHEREAS, the downtown property owners and merchants concur that
such a problem exists; and
WHEREAS, the property owners and merchants, represented by Main
Street and Palm Springs NOW, are working with City staff and are
supportive in finding a solution to the parking problem in the
downtown area; and
WHEREAS, an agreement dated July 31, 1991, with Kimley-Horn and
Associates for a study and preparation of a Downtown Parking
Implementation Plan, was approved by the City Council; and
WHEREAS, it is necessary to expand the scope of services to include
all of Block 3 , except for the northeast corner property (Cohan) .
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Palm Springs, California, as follows°
Section to An amendment to the July 31, 1991 agreement with
Kimley-Horn and Associates, Inc. , as described in
a report titled "Palm Springs Supplemental Study" ,
on file in the office of the City Clerk, to expand
r the scope of the Downtown Parking Implementation
Plan in an amount not to exceed $33 , 656. 00, is
hereby approved in a form acceptable to the City
Attorney.
Section 2 . An amendment to the July 31, 1991, agreement with
Kimley-Horn and Associates, Inc. , to add to the
scope of services the review of a parking structure
on North Palm Canyon for Palm Mountain Resort for
` an amount not to exceed $10, 000. 00, in a form
acceptable to the City Attorney.
Section 3 . The City°s Parking Fund shall be used to pay the
cost of services for said agreement.
Section 4 . To the extent legally permissible, the Parking Fund
expenditure shall be considered as an advance and
shall be reimbursed by a taxable or tax-exempt bond
issue, or other form of borrowing, put in place to
fund the development of parking by way of parking
lots, parking structures, or otherwise in the
' downtown area. It is currently contemplated that
user fees, project revenues and/or general revenues
of the City will pay debt service on such bonds or
` other borrowing.
