HomeMy WebLinkAbout17710 - RESOLUTIONS - 12/18/1991 RESOLUTION NO. 1.7710 OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, RECOMMENDING TO THE BUREAU OF LAND MANAGEMENT DENIAL OF ALL ACTIONS REGARDING THE DEVELDPMENT OF A NON- HAZARDOUS CLASS III LANDFILL LOCATED AT THE KAISER MINE, EAGLE MOUNTAIN, CALIFORNIA. WHEREAS the City has received a copy of a Specific: Plan and Draft Environmental Impact Report/Env.ironmental Impact Statement to allow the development of a Class III non-hazardous landfill within an unincorporated portion of Riverside County; and WHEREAS Riverside County Planning Department has transmitted said ^ application to the City of Palm Springs for review and comment; and WHEREAS the Planning and Zoning Department staff evaluated the - - Specific Plan and the related draft Environmental Impact , Statement/Environmental Impact Report for the project; and WHEREAS the Director of Planning and Zoning responded to the Riverside County Planning Department and the .Bureau of Land Management in a letter dated August 29, 1991, which raises concerns about regional impacts to air quality, growth impacts, and socio- economics that were not address in the environmental document described above; and WHEREAS the City Council held a duly noticed public meeting on December 18, 1991, on said project; and WHEREAS the City Council has reviewed all evidence provided at the w ' meeting including the staff report dated December 1.8 , 1991, and all other written and oral testimony and finds the project inconsistent with the policies of the City of Palm Springs. WHEREAS the City Council is concerned about the impact by the number of project-related trains traveling through the Coachella Valley and the future impact on passenger rail trains. NOW THEREFORE BE IT RESOLVED that the City Council of the City of Palm Springs, California, does hereby recommend. denial to the Bureau of Land Management of all ,actions to allow the development of a Class III non-hazardous landfill for property herei.nabove described. SECTION 1: The City Council finds: a. That the proposed landfill project will. result in a significant air quality impact to the Coachella Valley. The proposed mitigation measures are not specifically defined enough to determine effectiveness. The project should be , scaled back or emission reductions should be increased substantially. ' b. That the future refuse needs of the Coachella Valley have not been addressed. The project should make sufficient refuse ' capacity available to Riverside County, more specifically the Coachella Valley. C. That the impacts by the number of project:-related trains , . traveling through the Coachella Valley, and the future impact fR17710 r Page 2 I. . on passenger rail trains has not been satisfactorily addressed ` in the public record. r d. That a full fiscal impact analysis of this project, and associated agreements should be included in the public record. The economic impact upon Riverside Countv was not fall,7 documented in the public record, ' e. That regional air quality, growth, socio-economic, and future rail traffic issues should be addressed in the Final Environmental Impact Statement/Environmental Impact Report. f. That the City Council will oppose this project until these issues described hereinabove are resolved and sufficient information is provided in the public record for the City Council to re-evaluate this project.
