HomeMy WebLinkAbout17708 - RESOLUTIONS - 12/18/1991 RES'O�,IBl'IOW NO o 17708 OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS � CALIFORNIA, APPROVING ADDENDUM NO. 1 TO THE MEMORANDUM OF UNDERSTANDING RELATIVE TO WAGES, HOURS, AND OTHER TERMS AND CONDITIONS OF WHEREAS Resolution 16438 designates the City Manager (acting personally or through a delegee) as the Municipal ]Employee Relations Representative (MERR) , who shall be the City' s principal _ representative on all matters of employer-employee relations, with authority to meet and confer in good faith on matters within the scope of representation including wages, hours, and other terms and conditions of employment; and WHEREAS, the City, through its Municipal Employee Relations Representative (MERR) , has met and conferred in good faith on wages, hours, terms and other conditions of employment with the California League of City Employees Associations (CLOCEA) ; and WHEREAS a meeting has resulted in Addendum No. 1 to the General Unit Memorandum of Understanding, establishing the observance of Martin Luther King Jr. Day on the third Monday of January of each year; and WHEREAS, Addendum No. 1 to 'the General Unit Memorandum of Understanding will necessitate certain changes to the Personnel Rules; NOW THEREFORE BE IT RESOLVED by' the City Council of the City of Palm Springs: ' Section 1. That addendum No. 1 to Memorandum of Understanding, such MOU entered into on August 30, 1990, between CLOCEA and MERR, on file with the City Clerk and incorporated herein by this reference, is hereby approved. Section 2 . That Personnel, Rule 6.4 . 2 be amended to read as , follows: Holiday Schedule _ Except for those classes of employees for whom a different: holiday, system or list is otherwise specified in these Rules or by City Council resolution, the following days will be: recognized holidays for City employees: (1) New Year's Day •- January 1 (2) Lincoln' s Birthday - February 12 (3) Washington' s Birthday - Third Monday in February (4) Memorial Day - Last Monday in May (5) Independence. Day - July 4 (6) Labor Day -- First Monday in September (7) Veteran's Day - November 11 (8) Thanksgiving Day - Fourth Thursday in November (9) Day after Thanksgiving - Fourth 'Friday in November (10) Christmas Eve - December 24 (11) Christmas Day - December 25 (12) Martin Luther King Jr Day - Third Monday in January Section 3 . That Personnel Rule 6. 4 .3 be amended to read as follows: Payment in lieu of Holidays Police, Fire, and General Unit employees who work at the airport as security officers and in ground transportation I � and who are regularly scheduled to work on holidays shall, in lieu of all holidays listed above, accrue and R17708 Rage 2 be paid a (16341, 11-18-8.70) (1) 3 . 70 hours per pay period at their straight time hourly rate for Police, the afore described General �. Unit employees, and Fire Safety employees assigned a forty (40) hour worh seek, and (2) 5. 17 hours per pay period at their straight time hourly rate for Fire Safety Shift employees. Section 4 . That Personnel Rule 6. 4 . 9 be added as follows: ` 6. 4.9 Declaration of a Holiday ~ The City Manager, with the concurrence of the City " Council, shall have the authority to declare a holiday, when a holiday has been declared by the Governor of the State of California or the President of the United States. Upon declaration of such holiday, said holiday shall be treated as any other holiday set forth in Section 6 . 4 . 2 with regards to City employees. ADOPTED this 18th day of December, 1991.
